OBJECTIVES OF THE PROGRAMME : The Division of Administration and Finance is responsible for providing efficient and effective support service to all programmes and activities of the organization in the Eastern Mediterranean Region in respect of human resources management, administration, budget and finance, supplies, conference and IT services. The objective of the Human Resources Services in EMRO is to ensure that competent and motivated workforce is available to deliver programme activities in accordance with the WHO global mission. This is achieved through provision of sound advice to the management, HR planning, job design and classification, recruitment and selection, administration of contracts, staff on boarding, development and learning, performance management, career and mobility management, and management of staff relations. Purpose of the Post: The objective of the post is to provide advice and guide the team of HR specialists in the area of staff and non-staff administration, performance management, mobility and career development, staff relations and administration of justice. Organizational Context : Under the general guidance of the Senior Human Resources Officer, the incumbent directs and leads Staff Administration and Development Sub-Unit. He/she provides expert advice in his/her area of responsibility interprets policies and makes recommendations for exceptions. The incumbent identifies needs for and proposes approaches to the development and revision of regional and global HR policies. He/she works closely with Human Resources Department in HQ to adapt to global HR policies and practices to the regional context or seeks guidance on specific HR issues and provides advice to managers and staff members in the Regional Office (RO) and Country Offices (COs) on HR matters within his/her area of responsibility. | |
Description of duties: Under the general guidance of the Senior Human Resources Officer, the incumbent will perform the following duties: - Plans, guides, manages and supervises Staff Administration and Development Sub-Unit. Sets goals and objectives for the Sub-Unit, plans and monitors the work flow, developing short and long term plans for staff to ensure optimal utilization of available resources. Policy advice and development - Provides advice and support to managers and staff members in the Regional Office and WHO Country Offices on HR policies, practices and procedures related to entitlements, staff and non-staff contract management, performance, administration of justice, staff development and learning, mobility and career management; and recommends proactive and innovative approaches to difficult and complex cases, recommends exceptions when necessary - Conducts research and analysis related to the development and revision of global HR policies, identifies the need for and suggests changes in Organization's Rules and Regulations, WHO Manual. Keeps abreast of developments in his/her areas of responsibility, analyses best practices within and outside of the UN system. -Monitors and ensures the implementation of human resources policies, practices and procedures in the area of responsibility, both in RO and COs. Ensures required reports are available to the management. - Provides advice to the Regional Staff Physician on staff entitlements in case of medical evacuation and extended sick leave. Staff and non-staff administration - Coordinates staff contract administration in cooperation with GSC and supervises non-staff contract administration, ensures adherence to the Staff Regulations and Rules, policies and procedures. Manages complex cases of re-assignments, terminations, abolishment of positions, and restructuring. -Supervises administration of the performance management and development system (PMDS) for staff and non-staff, provides advice to managers/ supervisors on appropriate approach to be used in describing performance and counseling staff. Provides guidance in the management of under performance. -Conducts research and analysis on disciplinary cases and appeals, develops recommendations, and liaises with Regional and HQ Boards of Appeals. -Oversees the process of surveys such as cost-of-living, and participates in local salary surveys representing the Organization as the lead agency. -Liaises with representatives of private or public sector as well as the salary survey specialists in UN/NY and the LSSC representing all UN agencies in the locality. Staff development, mobility and career support -Administers mobility and career development schemes. Provides advice on mobility and career development to staff at all levels in all categories and management. Identifies and analyses staff development and career support needs, designs training needs analysis tools, based on identified needs, drafts Regional Staff Development and Learning (SDL) Plan and submits it to SDL Committee for approval. Supervises implementation of the Regional SDL plan, manages SDL Fund. -Supervises maintenance of skills inventory, identifies, through the use of a variety of testing and assessment tools, skills and competency gaps at the organizational level and incorporates respective proposals into the SDL Plan. -Develops and implements approaches to evaluation of effectiveness and impact of staff development, mobility and career support programmes; recommends ways to enhance effectiveness and impact. Prepares respective monitoring reports. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Master's degree in Human Resources Management, or Human Resources Development, or Public or Business Administration, or related area. Combination of first level university degree in one of the above areas with Master Degree in another area can be acceptable. Desirable: Training in mediation of conflicts, coaching, staff counseling. | |

Experience: Essential: 7 years of relevant experience in HR management with some experience in HR Development/ Learning. At least 3 years in an international organization. Desirable: Exposure to legal aspects of Human Resources, such as administration of justice. Experience in one of the UN organizations. Experience in working in/dealing with field missions. Experience in working with ORACLE HR systems | |
Languages: Essential: Excellent knowledge of English. Desirable: Knowledge of French will be an asset | |
