Cash in Emergencies Officer - IROC


The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. In the coming years the American Red Cross will deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities.
Summary:
The Cash in Emergencies Initiative is a new, two-year initiative led by the International Response Operation Center (IROC) designed to build the American Red Cross capacity to deliver appropriate, timely and quality Cash Transfer Programming (CTP) at scale in emergencies. Cash Transfer Programming (CTP) in emergencies has the potential to have a huge impact on how the disaster affected can meet their immediate, emergency needs -- quickly, with dignity and according to their individual family needs and priorities. It is potentially quicker, more efficient and more effective than traditional food and non-food item (NFI) distributions and has the potential to significantly and positively support local traders and the local market place. By institutionalizing the use of Cash Transfer Programming (CTP) at scale during emergencies, International Services Department (ISD) will add a significant new resource for the provision of relief and fundamentally expand the options the American Red Cross has in relief work in international disasters. Disaster affected families will have cash in their pockets to meet their emergency needs and quicken their recoveries.
The American Red Cross seeks a Cash in Emergencies Officer to support the design, planning and implementation of the Cash in Emergencies Initiative. The Cash in Emergencies Officer position is aimed at constructing the programmatic and administrative elements of a CTP response as well as building capacity in CTP for ARC international disaster responders. Key tasks will include supporting development of the necessary internal administrative, financial and logistical processes, procedures and systems to support Cash Transfer Programming including operationalizing payment mechanism toolkits and developing cross-departmental tools and guidance. The Cash in Emergencies Officer will also support the updating/revision of assessment tools and relief/CTP programmatic tools to aid in planning, designing, implementing and monitoring Cash Transfer Programming. Field deployments to test payment mechanism toolkits, programmatic tools and administrative systems will be essential. Another key area of focus for the Cash in Emergencies Officer is to support the development of a robust roster of technically skilled and experienced Cash Transfer Programming responders which includes developing and conducting CTP trainings and providing on-the-job training during deployments.
The Cash in Emergencies Initiative Officer will report to the Cash in Emergencies Initiative Lead. S/he will work closely with internal departments including Finance, Business Operations and Contracting, Technical Innovation, Regional Teams, Program Integration, International Policy & Relations and others. S/he will work closely with the American Red Cross Emergency Relief Technical Lead and M&E Advisor as well as Red Cross Movement partners as needed.
The American Red Cross (ARC) seeks to build capacity to implement Cash Transfer Programming (CTP) at scale in emergencies. To support the Cash in Emergencies Initiative,
ARC seeks an experienced Cash in Emergencies Officer to support the design, planning and implementation of this initiative.
This is a term limited position with an anticipated end date of June 30, 2014. The position is based at ARC HQ but will require extensive travel in excess of 50%.
Responsibilities:
• Organizational Preparation and Systems Development: Support the development of cash delivery internal business process and tools through coordination with American Red Cross internal support units, including Business Operations, Logistics, and Finance.
• Payment Mechanism Research: Support the identification and development of payment mechanisms (mobile phone transfers, vouchers, e-banking, etc.). Research potential global, regional and local payment mechanism partners and support systems requirements development, testing process and roll out.
• Programmatic Tools Development: Support the development of programmatic elements of the Cash in Emergencies Initiative (Needs Assessment Framework and Toolkit, Planning and Design Guidance, Implementation Guidance and Tools, Monitoring and Evaluation Framework and Tools) in close coordination/cooperation with the Cash in Emergencies Initiative Lead, the M&E Advisor and the Emergency Relief Technical Lead (as the CTP will be mainstreamed into existing Relief Tools).
• Field Deployments: Field testing all of the above during CTP operations and updating and incorporating changes. The position is based at ARC HQ but will require extensive travel (in excess of 50%).
• Training and Capacity Building: Develop and facilitate trainings and other initiatives to build the CTP capacity of ARC staff, roster members, National Societies staff and volunteers. Prepare training materials and conduct or facilitate trainings, drawing on existing resources within the Movement, the Cash Learning Partnership (CaLP) and elsewhere. Provide on-the-job training for staff and volunteers participating in CTP operation during field deployments.
• Quality Controls: Continuously assess and strengthening CTP systems and approaches utilizing experience and lessons learned from humanitarian community. Ensure problems arising are quickly resolved to maintain program progress, and experience gained is properly documented.
Qualifications:
• Red Cross experience strongly preferred, especially experience in working with a National Society or working within the International Federation.
• Bachelor’s degree in business or social science (or related field) required, master’s degree preferred.
• Minimum of 3 years relevant international experience in project design, monitoring and evaluation, participatory needs assessment, data collection and analysis preferably in emergency setting/disaster response context.
• Significant experience in designing and implementing conditional or unconditional Cash Transfer Programs, coaching staff and facilitating training.
• Significant experience in disaster response, distribution management and relief business processes required.
• Hands-on design and implementation of cash/voucher based processes, control systems, market assessment and monitoring.
• Knowledge of designing training and outreach strategies and materials.
• Significant systems and business process knowledge in relevant areas of technical expertise.
• Experience working between programmatic and support units and able to work across several business areas.
• Excellent communication and interpersonal¬ skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred.
• Self-motivated, with good judgment and initiative, and the ability to work well with others.
• Fluent in English and knowledge of a second language preferred.
