Process Development Specialist—Administrative Decentralization, Iraq Administrative Reform Program


Project Summary: Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.
Position Summary: The Process Development Specialist is a member of the professional staff of USAID/Tarabot and is expected to provide pertinent expert advice to representatives from the Government of Iraq (GOI) as well as the project's management. This position is designated to work with the Process Development team as part of the Administrative Decentralization (AD) component. The Specialist will be responsible for assisting the implementation of his or her component's annual work plan. Work includes a variety of analytical duties, problem-solving, information-gathering, monitoring, and coordination activities as well as establishing and maintaining relationships with GoI counterparts.
This is a full-time position based in Baghdad, Iraq.

Responsibilities: • Ascertain basic technical problems facing the GoI entities, and work to solve issues through the development of straightforward solutions. • Provide technical assistance to GoI counterparts as guided by the systems development team leader. • Liaise with mid-level counterparts in the ministries in order facilitate implementation of USAID/Tarabot-developed solutions. • Liaison, coordinate, and provide operational assistance as needed to the Systems Development Team as well as the various AD core area advisors (in fields such as project management and procurement) to ensure effective delivery of services to GoI counterparts. • Work to facilitate and ensure the successful completion of all of the activities found in the Systems Development Team's annual work plan. • Assist the designated team leader to prepare summary reports as necessary to fulfill reporting requirements.
• Assist with the administrative, coordination, and logistical requirements of the Process Development team in the project's four provincial hub offices. • Liaison, coordinate, and provide operational assistance as needed to AD component management as well as the various AD core area advisors to ensure effective delivery of services to GoI counterparts. • Work to facilitate and ensure the successful completion of all of the activities found in the AD component's annual work plans. • Assist in the preparation of summary reports to fulfill monitoring and reporting requirements.
• Carry out all other duties as requested by the Process Development Team Leader or AD component management as requested.
Qualifications: • Bachelor’s degree in Engineering, Information Technology, Business or other relevant field is required. Additional professional certifications or training will be viewed favorably. • Minimum two years of progressively responsible, professional-level experience pertaining to information technology, systems design, or organizational development. Prior experience with USAID projects is highly desirable. • Professional knowledge of the day-to-day operations of complex and multifaceted projects and USAID compliance requirements. • Ability to regularly produce basic analysis and succinctly present information, in writing and in oral presentations, in a logical manner.
• Ability to work effectively in a multicultural, multinational team environment.
• Demonstrated computer skills for document preparation (e.g. Microsoft Word, Excel, Powerpoint) are required.
• Full fluency in both Arabic and English in speaking, reading, and writing (FSI Level 4) is required.
