The Position
Roshan, an IPS company based in Afghanistan is seeking for a Senior Manager, NSS Planning to work within its NSS Planning team. The Senior Manager, NSS Planning is responsible for all NSS network planning within the company.

A summary of the Senior Manager, NSS planning responsibilities and tasks is as follows:
  • Manages preparation of master plan for NSS network expansion and architecture, in accordance with the company's short and long term business plan

  • Manages planning of expansions in the NSS network with all its sub components capable of delivering voice, data & other VAS and interconnection between various network elements as per the business plan requirements and commercial short and long term forecasts

  • Sets guidelines and timelines for implementation plan

  • Works in coordination with Network engineering and deployment to manage identification, technical evaluation and short listing of new NSS products and vendors suitable for use in Roshan telecom network/services expansion projects

  • Manages identification of needs for the expansion in operational network elements based on the traffic analysis, actual call model

  • Assists in design and architecture of the network and its subsequent evolution and maintains effective relationships with the Network engineering, Access Network Planning and rollout, maintenance and operations groups

  • Manages redesigning of the NSS network and its architecture as per the changing needs

  • Manages technical evaluation of tenders/bids/solutions for NSS network in coordination with Network engineering group

  • Manages decision of network design parameters and their updation as per periodic analysis of the actual traffic/call models

  • Allocates technical resources to meet NSS network project's activities

  • Manages availability of up to date NSS network connectivity diagrams and site profile information database. This includes as-built diagrams/drawings, site infrastructure and hardware configurations etc

  • Ensures best utilization of available human, material and financial resources

  • Assists in counseling and motivation of NSS network planning work force

  • Assesses department's training needs and prepare recommendation

  • Arranges on-job training for the access network technical staff

  • Manages preparation and submission of department periodic activity reports

  • Manages follow-up on all sorts of audits

  • Works with the team to define work processes/standards and engineering best practice

  • Represents team to internal/external NSS network customers and vendors

  • Builds relationships with other areas of the technology department and encourages a culture of teamwork and collaboration across the technology teams

  • Establishes and maintains regular communication with staff, sets development objectives and gives performance feedback in order to create a high performance culture within the group

  • Sets targets, monitors progress and takes firm corrective action when required

  • Audits group for Health and Safety Accreditation

  • The Requirements
  • Bachelors degree is required, with educational focus combining technical, problem-solving, and management skills or equivalent in education and experience

  • Knowledge and experience in planning of Wireless NSS network is a must

  • A minimum of five years of work experience in cellular network engineering, planning or operations with at least one year in management of NSS network planning is required plus related experience from a major carrier

  • Strong leadership, interpersonal and communications skills

  • Strong technical knowledge of telecommunications

  • Proven experience in NSS network planning

  • Strong understanding of human resources management principles

  • Strong project management skills

  • Ability to conduct and direct research into network planning issues and products

  • Well developed negotiating skills

  • High level of self-motivation, attention to detail, analytical, and problem- solving abilities

  • Ability to effectively prioritize and execute tasks in a high pressure environment

  • Ability to clearly present ideas to a variety of audiences ' technical and non-technical, business-focused and end-user

  • Mathematical ability to calculate budgets, business-cases, capacity planning etc

  • Work experience with technology and systems of the equipment provider selected by the company
