Fiscal Agent Manager and Procurement Agent Manager

For over 20 years, the GFA Consulting Group has been offering fund and procurement management services for major donor and funding agencies and governments.
We are looking for experts for ongoing and/or upcoming projects in financial management and in procurement management services.
Qualifications and experience
Financial management: Fiscal Agent Manager
The Fiscal Agent Manager will at a minimum possess the following qualifications, skills and professional experience:
  • Master in Business Administration, Finance or Accounting and professional financial management qualifications or specialized training.
  • Significant experience working as a financial management professional (preferred: Finance Director, Controller/Comptroller, Auditor or Manager in a similar position responsible for accounting, budgeting, financial management and reporting).
  • Experience in financial management of projects financed by international donors. Experience with multi-donor funding would be an advantage.
  • Experience working in developing countries.
  • Experience in setting up financial management operations including implementation of accounting systems. Knowledge and experience of contract and procurement procedures would be an advantage.
  • Proven leadership qualities and experience in managing a team of financial professionals in a multi-country context.
  • Excellent communication skills and experience working with high level government officials and business executives.
  • Fluency in both written and spoken English and the language of the area of intervention (Spanish, French, Portuguese). Computer literate - Excel, Word, accounting and reporting system, etc.
Procurement Management: _Procurement Agent Manager
The Procurement Agent Manager will at minimum possess the following qualifications, skills and professional experience:
  • Education or training in procurement, logistics, business, law, economics, finance, public administration, or related field. Professional procurement and logistics qualifications or specialized training.
  • Significant experience working as procurement professional (including e.g. management of the procurement cycle, management of purchases and tender mechanism, supply chain management).
  • Extensive knowledge of international best practices in procurement procedures, project administration, contract procedures and project follow-up. Knowledge of procurement policies of international development partners.
  • Proven leadership qualities and experience as project manager/ procurement agent.
  • Excellent communication and interpersonal skills and experience in working with high-level government officials and business executives.
  • Fluency in both written and spoken English and the language of the area of intervention (Spanish, French, Portuguese).
  • Computer literate, Excel, Word, procurement systems, MIS
