Established in 1959, the Inter-American Development Bank (IDB) is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.
The Budget and Administrative Services Department (BDA) is responsible for providing, through its Administrative Services, Security, and Corporate Procurement Division (BDA/ACP), , a broad array of administrative services both in Headquarters and Country Offices, including corporate procurement, real estate management, corporate travel management, records management, corporate security and other institutional support services.  BDA also provides Senior Management and the Board of Executive Directors, through its Budget Division (BDA/BGT), information on performance and budget allocation.
The primary role of the Corporate Procurement Section Chief is to provide leadership and direction to the Corporate Procurement Section; and to optimize the Bank’s budgeted resources for goods and services to meet the Section's objectives and deliver on agreed results. The selected candidate will manage a staff of eight (8) direct reports, and three (3) consultants to deliver the Section’s work program. This position reports to ACP’s Division Chief.
Key Responsibilities:
With the support of the Corporate Procurement Section team, the Section Chief will: 
  • Manage and direct all corporate procurement activities of the Bank, in order to obtain goods and services in a cost effective and responsive manner that represent best value for the Bank.
  • Manage transparency, accountability, economy and efficiency in procurement; foster appropriate competition among potential suppliers.
  • Analyze existing procurement policies and draft recommended revisions to reflect current institutional and/or industry standards.  Draft and publish procedures for use by internal clients and external suppliers.
  • Manage the purchase, sale and leasing of real estate for both Headquarters and Country Offices. 
  • Develop marketplace intelligence, analyze spending patterns and direct sourcing activities for all goods, services and real property required by the Bank. 
  • Develop strategic supplier partnerships for targeted goods and services, and establish various master agreements for commonly used products and services.
  • Develop and maintain management systems and a website presence to ensure appropriate oversight and transparency in Corporate Procurement activities.
  • Develop and produce Board-level annual reports and other trend and analytic reports on an ad-hoc basis. 
  • Manage a protest and appeal process related to Corporate Procurement actions. 
  • Develop Bank-wide training and outreach programs and tools to socialize and explain Corporate Procurement policies and procedures to Bank officials and potential suppliers.
  • Manage receiving and warehousing activities for the Bank and coordinate  an asset management and disposal program. 
  • Oversee the Bank’s insurable risk program including property, casualty and fidelity bond insurance.  Coordinate with brokers to market various policies annually and advise management of program parameters.  Supervise claims administration. 
  • Establish and improve programs such as the Purchasing Card (P-Card) program to reduce administrative burden and enhance Section responsiveness to user needs. 
  • Develop training plans and opportunities for Section staff; identify opportunities for staff professional development and encourage participation in related professional organization activities. 
  • Develop Section budget request and administer execution of approved budget.
  • Mentor and assess the Section's staff, providing goals and expectations, feedback, and technical guidance to optimize performance and enhance service delivery quality.
Qualifications:
  • Master's degree in Business Administration, Management, or related field or equivalent specialized training.  Contract Management experience is required. 
  • Minimum of 10 years of relevant experience in the corporate procurement field. Experience in a supervisory/management capacity is essential. 
  • Languages: Proficiency in English and Spanish (written and oral) is required. Strong writing skills are a must.
