National Programme Manager

The State Partnership for Accountability Responsiveness and Capability (SPARC) Programme in Nigeria is seeking a dynamic, dedicated and results-driven individual to assume the role of National Programme Manager.  SPARC is an initiative supported by the UK Department for International Development in partnership with the Government of Nigeria working with 10 state governments to help them find their own best systems for improving the ways that policies and budgets are set and implemented.  SPARC also works with federal government agencies that back up governance reform at state level.  The Programme began in 2008 and will close in 2015.
The role of the National Programme Manager is to provide strategic leadership and effective management of the programme.  She/he will be accountable for:
  • Co-ordinating and leading an advisory group that provides the technical and intellectual direction, and strategic vision to the programme;
  • Providing overall programme management, serving as the primary focal point for the programme;
  • Supervising and co-ordinating the work plans of the State and Federal elements of the programme and monitoring implementation through close liaison with State and Federal Level Programme Managers;
  • Co-ordinating and maintaining relationships with key stakeholders including DFID, managers of other programmes under the SPARC umbrella and key Government officials;
  • Ensuring efficient and effective use of resourceswhile achieving best value for money in the commissioning of activities.
The individual we are looking for will have:
  • Extensive international experience of management of change in the public sector and a strong track record of delivering results on complex multi-component programmes;
  • Experience of leading successful DFID (and other donor) programmes, and evidence of good working relations with DFID;
  • An ability to manage relationships in a complex and challenging environment;
  • A sound understanding of the SPARC theory of change that underpins the programme and an ability to translate that theory into practical results-oriented action;
  • Extensive experience in Nigeria, cultural sensitivity and a good understanding of the political economy of Nigeria;
  • An excellent understanding of financial and monitoring and evaluation information for measuring impact of the programme;
  • Excellent communication skills.
