Background

Norfolk County Council is recruiting a Programme Manager to manage the next INTERREG France (Channel) – England (FCE) programme (2014-2020). This programme will support projects operating in the English and French eligible areas looking to contribute to the achievement of programme objectives. The programme will be managed in accordance with the EU Regulations with a Joint Technical Secretariat (JTS) delivering the day to day operations of the programme. We are seeking to recruit an international and balanced bi-lingual team with staff working in the UK and France.
The FCE Programme covers a broad eligible area extending from Cornwall to Norfolk in the UK and from Finistère to Pas de Calais in France.
The available budget to support the projects is likely to be in the order of €175 million.

Job Purpose

The key responsibilities of the role are:
  • To lead the JTS on the management and programme delivery of the INTERREG VA France (Channel) - England Programme as directed by the Programme Monitoring Committee;
  • Build and maintain strong relationships with partners, relevant Government Departments, the European Commission and the Governing Bodies for the programme to ensure the timely and effective delivery of the Programme within the regulatory framework set out by the EU Commission;
  • Being the conduit between the JTS, Certifying Authority and Audit Authority for the Programme and being directly accountable to the Managing Authority for all aspects of programme delivery;
  • To lead on the key components for delivering an exemplar INTERREG VA cross border programme. This includes:
    • Developing the operational framework for the programme;
    • Recruitment, direction and management of the JTS and its relationship with the Managing Authority;
    • Establishment and ongoing management of the Programme governance structures, ensuring good practice and consistency, delivering against EU2020 objectives to the Programme Monitoring Committee and Managing Authority.
The job holder will be expected to be flexible in their duties. A high standard of written and spoken English and French is an essential requirement of this role.

The post will be based at Norfolk County Council, County Hall, Norwich, Norfolk.
Norwich and Norfolk is very well connected – by air, sea, road and rail. Regular train services to London run throughout the day and take only 1 hour and 40 minutes. The rail network also serves many of the major cities in the North and Midlands. Three seaports offer easy access to Northern Europe, and Norwich International Airport offers another broad choice of enticing destinations both in the UK and overseas.

Start Date, Contract and Salary

The position is ideally to start in January 2014 and will run at least until 2022. The position is full-time (37 hours per week). The successful candidate will be employed in accordance with UK law.
The salary for this post is currently £51,369 to £57,525 per annum. Additionally the post holder will be eligible to join the local Government pension scheme.
