Technical Advisor II, Component Lead – MSE Support in Amman, Jordan

Position Description:
 
The Component Lead –MSE Support will be responsible for design and delivery of program activities to increase the capacity of MSEs by addressing incomplete knowledge of business management skills; lack of networks and business associations (horizontal linkages), and inadequate connections to larger firms in a given subsector or value chain (vertical linkages).
 
Major Duties/Responsibilities:
  • The MSE Lead will be responsible for developing strategies to identify and target interventions within value chains and selected geographies where MSEs have high growth potential.
  • Program interventions will focus on enhancing existing business support services in the market, introducing new resources where needed, increasing the demand for such services as well as the demand for MSE outputs, and fostering market linkages to connect MSEs with other actors in the value chains.
  • The MSE Lead will ensure close collaboration with the other program leads so that sector selection is locally appropriate and community economic investment is supporting MSE growth, and the MFI strengthening Lead in that access to finance is being appropriately addressed, as well as the other program components.
  • Provide technical leadership for the MSE Support component, overseeing local staff and international consultants to design and implement core program activities.
  • Manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Provide guidance and training to managers and staff to achieve project goals;
  • Maintain partnerships with internal and external stakeholders on project matters;
  • Work with staff and external partners to generate research, case studies and lessons learned documentation;
  • Author white papers, briefs, and guidelines on good practices and program approaches;
  • Maintain a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners and other FHI 360 departments and projects;
  • Ensure that project implementation adheres to the appropriate global strategy and remains technically sound;
 
Minimum Requirements: 
  • Master’s degree or higher in respective technical or business/enterprise development fields and at least 10 years of work experience
  • Relevant experience should be in successfully implementing MSE-related interventions that have resulted in increased MSE competitiveness and growth
  • Demonstrated experience in using analytical tools to identify comparative and competitive advantage for targeted localities
  • At least 5 years of experience managing large and diverse teams in developing countries
  • Demonstrated experience in brokering public private partnerships that result in MSE development
  • Experience relevant to accomplishment of the cross-cutting objectives in the contract including gender, youth and mitigation geographically oriented wealth disparities. 
  • Strong writing and oral presentation skills Excellent English is mandatory and Arabic desirable with a substantive part of the experience in the Middle East
