Technical Advisor II, Component Lead - Policy

Position Description:
 
The Technical Lead for Policy Reform will be responsible for design and delivery of the program’s policy reform interventions. The Policy lead will be responsible for identifying policy framework gaps within the activity components and working with the local entities on drafting policy papers to address these gaps. The ideal candidate will be an industry leader with demonstrated policy development experience in the international development setting addressing policy issues for microfinance development and micro- and small enterprise competitiveness and growth. The Policy lead will possess the ability to develop policy log-frames, will have demonstrated experience working within the political environment like Jordan, and the ability to liaise directly with high-level government actors at the national, governorate, and municipal levels. The Policy Lead will be responsible for developing a plan to build capacity of local actors to advocate for effective policies for a more supportive policy environment for MSEs and LED.
 
Major Duties/Responsibilities:
  • The Technical Lead for Policy Reform will be responsible for working across program areas, as well as liaise with other USAID- and other donor-funded programs to address barriers to entry and growth for MSEs and foster a stronger enabling environment in Jordan in addition to advocating for better local governance practices when needed on the LED component.
  • Manage activities, set realistic priorities, and plan for the successful implementation of activities.
  • Provide high-level guidance and training to managers and staff to achieve project goals;
  • Maintain partnerships with internal and external stakeholders on project matters;
  • Work with staff and external partners to generate research, case studies and lessons learned documentation;
  • Author white papers, briefs, and guidelines on good practices and program approaches;
  • Maintain a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners and other FHI 360 departments and projects;
  • Ensure that project implementation adheres to the appropriate global strategy and remains technically sound
 
Minimum Requirements: 
  • Master’s degree or higher in public sector or policy reform fields and at least 8 years of relevant experience or a BA/ BS in law or business in related technical fields with 10 years of experience.
  • Relevant experience in providing leadership and managing highly complex technical or financial interventions
  • Experience in identifying policy framework gaps within the activity components and work with the local entities on drafting policy papers to address these gaps
  • Demonstrate relevant policy development relevant experience on MFIs and MSE development issues
  • Possess the ability to develop policy log-frames for issues that relates to the activity main components
  • Experience in the political environment in Jordan is required, as this position will liaise directly with government actors at the national, governorate, and municipal levels, as well as build capacity of local actors to advocate for effective policies for a more supportive policy environment for MSEs
  • Experience relevant to accomplishment of the cross-cutting objectives in the contract including gender, youth and mitigation geographically oriented wealth disparities. 
  • Strong writing and oral presentation skills
  • Excellent English is mandatory and Arabic desirable with a substantive part of the experience in the Middle East
