Background
UN field personnel are exposed to various health and security hazards that may result in psychological trauma and life threatening injuries. Dedicated, effective emergency medical services may mitigate negative outcomes of trauma, injuries and complications providing better chances for saving lives as well as for faster and better recovery.

Objectives of the assignment
Provide clinical and medical services to staff in the UN Dispensary.

Scope of work.
Under the overall leadership of the Deputy Chief Security Advisor, UNDSS, Technical supervision of the UNJMS Doctor, and direct supervision of the Field Security Coordination Officer, the Consultant will:

Summary of key functions and deliverables:
•Provide advanced life support intervention 24/7
•Provide consultation / treatment or referral of UN staff and families
•Be familiar with MCI plan/support DSS under guidance of FSCO training
•Review MCI plans in UN compounds in the location on within one month of arrival
•Coordinate with FSCOs to rehearse MCI drills
•Make recommendations regarding equipment / consumable procurement
•If required provide medical escort during medical evacuation
•Maintain equipment / consumable inventory
•Maintain consultation / treatment log
•Provide monthly and end of mission report to Chief medical officer JMS UNON
•Provide basic first aid refresher training to UN staff (SSAFE materials)
•Liaise with local medical facilities
•Liaise with INGOs regarding cooperation for MCI event
•Inventory medical resources available in location in event of MCI event (INGO doctors, medical staff)
•Work with FSCOs to establish communications network with INGOs for MCI planning
•On call 24/7 per week and be with patient until handover to others
•Attend to walking patients of UN staff and dependants 8-5 pm or locally agreed hours
•Do UN entry/periodical medical as requested/send electronic by HR officer within 2 working days of request
•Visit and examine local facilities when possible and written report to JMS
•Report gaps to JMS on monthly basis
•Take part in duty station meetings as per invitation by chair:- ASMT; ASOMT; UN CARES

Duration of assignment, duty station and expected places to travel
The Consultant will be based in Somalia, with expectation to travel to other locations within Somalia where UN offices are based and the consultancy will be for a period of maximum 6 months.

Programme Planning, Implementation and Monitoring
Monitoring will be done through regular meetings and monthly progress reports based on agreed activity timeline and targets.
Qualifications and Experience
Academic Background:

Medical Degree from a recognized university, with a valid authorization from registering body in practicing country

Work experience:
•5 years clinical medicine working experience
•2 years Accident and Emergency unit or Intensive Care Unit experience, valid certification in Advanced Trauma Life support and Advanced Cardiac Life support or Pre-hospital trauma life support

Language:
Proficiency in oral and written English. Knowledge of local language (Somali) will be an added advantage.
