ORGANIZATIONAL UNIT: Executive Board and External Relations Branch, Information and External Relations Division (IERD)
Organizational Setting:
The post is located in the Executive Board and External Relations Branch which works with UN member states, UN agencies and civil society organizations to promote and enhance the ICPD agenda and UNFPA positions. This post reports to the Director, IERD and has supervisory responsibility for EBERB to assist in achieving organizational objectives in inter-governmental processes, UN reform inter-agency coordination and partnerships with civil society.
Job Purpose:
Strategic leadership Day to day management Develop strategies for inter-governmental processes relevant to ICPD and UNFPA Develop strategies to ensure that UNFPA enjoys a positive image in the Executive Board of the Fund and Board decisions are supportive of management objectives Develop strategies to ensure that the ICPD agenda is protected and promoted and UN reforms advance this agenda and places population and reproductive health at the center of the global development agenda Develop strategies to strengthen relations with civil society organizations to advance UNFPA's political objectives Provide day to day leadership on management issues, particularly to ensure effective coordination among EBERB staff Provide managerial responsibility for human, financial and material resources of the Branch
Major Activities/Expected Results:
Manages UNFPA's interaction with its Board to promote an image of the Fund as an accountable, competent and effective organization and to ensure Board decisions supportive of management goals;
Manages to promote and protect the ICPD agenda in intergovernmental processes and ensure that population and reproductive health issues are seen as central to the global development agenda.
Strategic advice -provide UNFPA management with analysis of decision-making environment, including risks, challenges and opportunities in the inter-governmental and inter-agency environment to guide decision-making by EC and work of UNFPA staff
Global scanning- contribute to global scanning related to ICPD agenda and UNFPA's mandate to ensure effective UNFPA positioning and interactions with UN Member States as well as for programming
Networking- maintain and nurture interpersonal relations with delegations, Government officials, UN staff and ensure a networked relationship for advancing UNFPA mandate
Advocacy- brief or arrange briefings of UN Permanent delegations, secretariat and partner agencies on UNFPA's mandate and goals and advocate for the centrality of ICPD agenda in the global development agenda as well as representatives of civil society to enhance the implementation of the ICPD agenda
Work with internal organizational units to ensure coordinated positions and actions in response to inter-governmental and inter-agency processes
Orchestrate support for UNFPA positions in outcomes of negotiations in intergovernmental processes and conferences through working with delegates
Representation-serve as secretary of UNFPA's segment of the Board meetings and advise the bureau and the Board on rules and procedures and on drafting of decisions

Job Requirements:
• Advanced University Degree in Social Sciences, Development, Diplomacy and International Relations • 15 years of relevant and increasingly responsible professional and managerial experience in development and multilateral institutions or government at the national and international levels; • Knowledge of the ICPD agenda essential; prior experience in the UN system an asset • Strong inter-personal skills, strong public speaking skills; excellent speech writing and report writing skills. • Excellent command of English; knowledge of another UN language an asset.
