Chief Field Office, P-3, Agadez

Under the supervision of the Representative, you will plan and manage the implementation of the UNICEF Country Programme activities in northern Niger, particularly in the regions of Agadez and Tahoua to improve the situation of women and children through the pursuit of organizational goals and priorities as they apply to the country's developments programme, needs and priorities.

You will be responsible for the management of human and financial resources in the Agadez Zonal Office in support of the country programme.

Qualification:

Advanced university degree in Social Sciences, or related technical field.* Five years of progressively responsible professional work experience at the national and international level in programme management, monitoring and evaluation, in a related field. Fluency in English and French required. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Key Expected Results:

1.Programme Development & Monitoring

Monitor the Situation - Develop and maintain a sound knowledge and understanding of the national, economic, social and political situation, particularly pertaining to Agadez and Tahoua regions in order to assess impact on the situation of and programmes for children and to identify needs and opportunities.

Programme Implementation - In collaboration with relevant sections of the Country Office, plan, coordinate and manage the implementation, monitoring and evaluation of UNICEF country programme activities in northern Niger, particularly in the regions of Agadez and Tahoua.

Country Programme - Contribute to the Country Office situation analysis, country programme formulation, country programme management plan, plans of action, project agreements, project cooperation agreements, annual and mid-term reviews, annual reports, and other required documentation.

Technical Assistance - Provide government and NGO partners with technical support on situation analysis, policy, plan/programme/project formulation, project management, monitoring and evaluation.

Monitoring - Organize and participate in the regular monitoring of UNICEF cooperation in the areas through programme/project review, field visits, inspection of supplies, and review of reports, accounts and outputs.

Reporting - In cooperation with relevant sections of the Country Office, prepare or contribute to the annual report, donor reports and special reports, covering programme implementation, cash operations, personnel, special problems.

Emergencies - Follow up immediately on all reports of emergency situations, which may have an impact on the situation of children and women. Undertake fact-finding, consult relevant government and NGOs, and file reports with the UNICEF Representative and relevant sections.

2.Human and Financial Resource Management

Workplans - Prepare and monitor annual workplan for Agadez Zonal Office and staff member concerned.

Financial Management – Approve, in accordance with the office ToA, and monitor the allocation and disbursement of programme funds in the regions of Agadez and Tahoua, ensuring those funds are properly used and accounts liquidated in accordance with UNICEF rules and procedures.

Supply - Monitor the procurement, storage, distribution, end use and maintenance of UNICEF supplies used within Agadez Zone Office.

3.Team Leadership and Management

Team Leadership - Provide inspiring leadership to the Agadez team in terms of UNICEF Mission, guiding principles, policy interpretation, guidance on procedures, developing and maintenance of positive attitudes, constructive team behavior, and positive relations with all partners.

Management - Through participatory approaches, manage the work of the Agadez Zonal Office team, ensuring high standards of accountability and efficiency.

4.Representation, Advocacy and Communication

Representation – Represent UNICEF and the rights and needs of children to local counterparts and civil society institutions.

Advocacy – Advocate with local government, civil society organizations, media and society, attention to the rights and needs of children, as well as specific policies, strategies, plans, projects and practices in support of those rights and needs.

Communication – Design and carry out communication activities in support the Convention on the Rights of the Child, UNICEF Policy and the UNICEF-supported Country Programme.
