Consultancy Support for the External Relations and International Cooperation Section in promoting universalization and entry into force

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its Headquarters in Vienna is the international organisation setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the Treaty banning any nuclear weapon test explosion or any other nuclear explosions. The treaty provides for a global verification regime, including a network of 321 stations worldwide, a communication system, an international data centre and on-site inspections to monitor compliance.

Assignment:
The External Relations and International Cooperation Section is tasked to promote signatures and ratifications of the treaty with the aim of achieving entry-into-force and the universalization of the Treaty. At the same time the Section is tasked to arrange and coordinate outreach activities, including for the Executive Secretary.

One of the key activities of the Section under the supervision of the Section Chief is to develop strategies on how to promote signature and ratifications by the states that have not yet done so, including the remaining 9 Annex 2 States. Development of such strategies will require analyzing all aspects in each of the outstanding countries, including important role players so as to enhance awareness of the Treaty and to stimulate a positive debate on signature and ratification in these States.

Duties:
Analyze developments in the non-proliferation and disarmament regime and provide contextual framework on political matters relating to the Treaty and the work of the organization. Prepare analytical and background papers and reports in relation to the work of the Section and the PTS;
Assist with the implementation of the PTS’ outreach activities to promote the Treaty. Analyze ways and means to promote signatures and ratifications of the Treaty;
Assist with the preparation of correspondence, briefing notes and other documents as required;
Provide support in the organization of workshops and seminars, and assist with arrangements for the participation of the Chief, and the External Relations Officers in outside events;
Liaise with relevant States Signatories, and non-signatories, as well relevant regional and international intergovernmental organizations with the aim of promoting the goals of the Treaty and its universalization;
Prepare reports on relevant meetings and ensure the necessary follow-up as required; Provide general support to the Section in its regular activities.

Qualifications:
Master’s Degree in International Relations, Non-Proliferation and Disarmament;
Experience in multilateral and bilateral Diplomacy, in particular in liaising with international organization secretariats, ministries of Foreign Affairs, and Permanent Missions; as well as organizing bilateral and multilateral missions;
Work experience in the Preparatory Commission or related international organization;
Familiarity with Preparatory Commission and Provisional Technical Secretariat practices and outreach activities;
Experience in product orientated project management applications;
Excellent language and writing skills.

Competencies:
Conscientious and efficient in meeting commitments, observing deadlines and achieving results and be able to work independently with minimum supervision. Very good skills in communicating with people from different backgrounds and demonstrated ability to work in a multicultural environment.
