Project/Proposal Summary:

The Iraq Legislative Strengthening Program is at the cutting edge in promoting a new era of political stability in Iraq. The program of technical assistance is designed to improve the functioning of the Council of Representatives – the highest body of democratic institutions in Iraq. The AECOM/MSI team of long- and short-term, international and local specialists provides a broad range of support by building the capacity of the members and staff of parliament to debate laws in a formal constructive environment, form and run parliamentary committees, analyze and properly vet proposed legislation, improve the functioning of the Speakers Office in its role as Parliamentary oversight, improve the ability of parliament to oversee the executive branch and national budget, and ensure greater participation of political parties from all factions and regions.



Position Summary:

The Deputy Chief of Party assists the Chief of Party to manage program resources and oversee the technical implementation of the work plan and completion of program deliverables. The Deputy Chief of Party, in cooperation with the M&E officer, is also responsible for completion of donor-required reporting, the performance monitoring plan, and other required assessments and evaluations. This position is a long-term assignment or a minimum of one year.



Key Responsibilities:

· Monitor the technical implementation of the work plan and supervise the long-term technical advisors.

· Manage the production and submission of USAID-required reporting, status updates, program summaries and related requests in collaboration with the M&E officer.

· Coordinate with USAID, United States Government agencies, Iraqi Council of Representatives, other implementing partners, and stakeholders.

· In cooperation with the Finance Officer, monitor budget and burn rate against planned activities.

· Oversee the Performance Monitoring Plan

· Maintain a high degree of familiarity with the evolving political environment impacting the program.



Qualifications:

· Fluent spoken and written Arabic required.

· Prior management experience (preferably as DCOP or Team Lead) on a USAID project;

· Demonstrated expertise in implementing complex political and/or legislative programs.

· Deep understanding of USAID regulations and reporting requirements

· University degree in a related field.

· Excellent writing and communication skills.

· Previous experience implementing programs in transitional countries.

· Experience working in the Middle East .
