Deputy Chief of Party, Liberia We are currently seeking a Deputy Chief of Party (DCOP) for an active USAID Multi-Year Assistance Program (MYAP) PL-480 Title II program in Liberia. The Liberia Agricultural Upgrading, Nutrition and Child Health (LAUNCH) program is to improve the food security of vulnerable people in Bong and Nimba Counties in Liberia. This position will be based in Monrovia with moderate to frequent visits to project sites.

LAUNCH will work in Bong County (Salala and Sanoyea Districts) and Nimba County (Wee Gbey Mahn, Zoe Gbao, Gbor, and Yarpea Mahn Districts). LAUNCH’s program team will implement an integrated approach so that targeted communities receive a comprehensive package that includes sustainable livelihoods interventions, health and nutrition services, supplementary feeding for pregnant or lactating women (PLW) and children under two years as well as interventions to increase access to education. Over the life of the project, supplementary rations will be distributed to approximately 19,294 PLW and 25,161 children, as well as 131,675 other family members. Approximately 10,800 direct beneficiaries will participate in agricultural and livelihoods activities and 13,800 will participate in educational activities. Since the program is designed so that beneficiaries participate in multiple activities, LAUNCH anticipates reaching 90,996 total unique direct beneficiaries

Responsibilities: • Serve as the Deputy Chief of Party, assisting the Chief of Party with overseeing and managing the ACDI/VOCA Title II program in Liberia. When required, assume higher representational responsibilities, serving as the Chief of Party in his absence. Represent ACDI/VOCA interests during meetings with USAID Mission personnel, U.S. Embassy staff, host-country government officials, international organizations, indigenous and international NGOs, international donors, and others interested in ACDI/VOCA activities. • Communicate regularly and share program information with other USAID project managers, bilateral donors, UN Organizations, International Organization, and other indigenous and international NGOs to ensure visibility of ACDI/VOCA activities; support collaborative efforts that ensure coordination of respective roles and activities related to program implementation. • Assist the COP in developing and implementing a project strategy and an integrated program management approach to further promote cohesion in activities and maximize resource utilization. • Supervise administrative, financial and livelihoods staff and ensure appropriate scopes of work for positions of employment are created as needed. Recruit, hire, train, manage, and evaluate staff as necessary to ensure program success. • Ensure compliance among key staff with all corporate and local ACDI/VOCA policies and procedures. In collaboration with the COP, ensure appropriate policies and procedures are in place and understood by staff including, but not limited to, the Personnel Policies & Procedures Manual (PPPM) and clear and transparent accounting and management procedures. • Supervise and guide the preparation and submission of reports to USAID and ACDI/VOCA office in Washington, D.C. (including those associated with commodity management, CSR4, resource requests, commodity status reports and quarterly updates). • In coordination with the COP, oversee budgets to ensure all expenditures are in compliance with ACDI/VOCA and donor policies and regulations as well as within the scope of the program budget. • Monitor budget, fund disbursal, and financial records ensuring that project expenditures are in compliance with ACDI/VOCA and USAID policies and regulations. • Carry out other tasks as needed to support the ACDI/VOCA Liberia Title II program, or other ACDI/VOCA programs in Liberia or elsewhere, to maximize productivity, and to ensure successful program implementation.

Qualifications: • Minimum of 7 years overseas experience in international development with private, public, bilateral or multilateral development institutions and non-profit organizations. • Experience in financial management, including the management of multiple funding pipelines. • Experience in program design, implementation, and monitoring and evaluation. • Experience in proposal and report writing, strategic planning, and fundraising. • Humanitarian work experience in emergency response situations. • Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is preferred. • Effective record of building relationships with governmental organizations as well as private and community organizations is required. • Established track record of achieving results within difficult working environments is required. • Masters degree in a pertinent field (for example: social research, project management, international development, international business) is highly desirable. • Fluency in English.
