Position Title: EU/ Regional Policy and Program Assistant (VN 2011/11)

General functions:
Under the general supervision of the Regional Representative and the direct supervision of the Head of PPSU, the successful candidate will provide support to IOM Brussels Regional Office internal and external communication and information management.

He/She will also support the Policy and Programme Support Unit’s work with the European Union (EU) institutions particularly on the European Neighbourhood file.

In particular, he/she will undertake the following tasks with regard to his/her Communication and Information Management role:

  • Responds to complex information requests and inquiries; processes, and drafts correspondence and other communications, including briefings/talking points; sets up and maintains files/records.
  • Provides specialized assistance to officers in the production and delivery of information communications products and services.
  • Researches, compiles and presents information for use in the preparation and production of communications products/services.
  • Compiles and coordinates the preparation of regional reports.
  • Manages, updates and further develops internal databases; updates website, to include drafting and editing content; assists in design, development and maintenance of Internet applications; generates a variety of standard and non-standard statistical and other reports from various databases.
  • Coordinates media coverage of important events; liaises with news and publications agencies, etc. to provide advance notice of, and information on, upcoming meetings, briefings and special events and to ascertain coverage requirements.
  • Participates in the planning and coordination of major exhibits; liaises with relevant departments/agencies; drafts reports, production schedules, press releases and related texts, and correspondence related to the planning and production of exhibits.
  • Ensures availability and appropriate packaging of products for distribution at special events, exhibits, conferences, media functions, etc.
  • With regard to his/her Policy and Programme role:
  • Assist presenting IOM activities in the European Neighbourhood to EU Institutions, EU Member States and other Partner Organizations represented in Brussels and disseminating related EU related policy and programming information to IOM Headquarters and IOM Missions;
  • Assist monitoring, and researching EU Institutions’ and EU Member States’ policies, and EC funding opportunities, in view of developing appropriate strategies, action plans and projects/programmes;
  • Assist providing technical assistance and guidance to relevant IOM field missions in the development of projects in response to EC calls for proposal and tenders for the European Neighbourhood Regions, in compliance with donor procedural, administrative and legal requirements;
  • Participating in meetings with EU Institutions, Governments, and other Organizations represented at EU level;
  • Undertaking duty travel relating to project development, programme assessment and liaison with donor counterparts as required;
  • Perform any other tasks as may be required.

Desirable Qualifications:
Education and Experience:

  • Completion of secondary school. University Degree in Political or Social Science, International Studies or another related field would be a distinct advantage;
  • Minimum three years working experience in an international environment;
  • A good knowledge of EU institutions and decision-making mechanisms is required;
  • Experience in liaison with national, regional and international institutions;
  • Experience in public communication or related area .

Competencies:

  • Advanced knowledge of all Microsoft Office package applications, familiarity with website and statistical applications as well as with database management;
  • Excellent communication and good negotiation skills;
  • Ability to draft clearly and concisely;
  • Reliable, able to work under pressure, good organisational skills and drive for results;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages:

  • Fluency in oral and written English is required.
  • Thorough knowledge of French is a distinct advantage.
