Financial and Economic Analyst

The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No 4 of 2006), Gas Act, 2001 (Act No 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit persons with appropriate competencies in the following areas:

Purpose of the job
: Reporting to the Head of Department, the incumbent will determine appropriate revenue
requirements for regulated utilities using appropriate and approved methodologies and to determine tariff structures that are appropriate to send signals to customers in an effort to achieve certain demand side management objectives for all suppliers of electricity.

Requirements
: • A degree in Economics or Finance • A postgraduate degree in Economics or Finance will be an added advantage • A minimum of 2 years’ experience in the Electricity Supply Industry with emphasis on regulatory or related matters • The incumbent must have: Analytical, presentation, communication (written and verbal) and good financial modelling skills.

Key responsibilities
: • Assist in developing economic regulation methodologies for the sustainability of the industry in line with the overall regulatory objectives of NERSA and Government policy • Assist in the determination of adequate revenue to be awarded to regulated entities using the regulation methodologies mentioned above and convert such revenue to price levels to be awarded to the utilities • Develop and assess tariff structures for various suppliers to ensure that these are in line with international practice and achieve the intended signals meant to give incentives to customers to behave in certain ways as to achieve demand side management objectives • Develop guidelines for municipalities on tariff levels and evaluate and recommend approval of tariff adjustment application on an annual basis • Evaluate and recommend approval of municipal tariff adjustment application on an annual basis • Advise licensees on appropriate tariff structures and assist them in developing such structures • Continuously monitor the tariff levels and structures as implemented by various licensees to ensure that these are in line with approved structures and levels by NERSA and report any discrepancies • Participate in workgroups/
teams etc for the restructuring of the electricity industry in South Africa, while also developing methodologies for the regulation of REDs • Advise internal staff on tariff policies and tariff structures according to company communication procedures • Participate in all projects that are in line with NERSA’s business planning process and Team-based Network Structure principles either as leader or in support of such.
