A FOOD SECURITY OPERATIONAL MANAGER

September 2011, the 21st Action Against Hunger (ACF) was founded by a group of prominent French figures in response to the emergency caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more global, lasting and effective way worldwide. ACF’s mission consists of saving lives via the prevention, detection and treatment of malnutrition, in particular during and following disasters and conflicts. The organisation focuses its activities on an integrated approach, taking various aspects into account: “Nutrition, health and healthcare practices”, “Food security and livelihoods”, “Water, sanitation and hygiene” and “Advocacy and awareness-raising” In 2009, ACF-International was active in over 40 countries, coming to the aid of around 5 million individuals. We are looking for: A FOOD SECURITY OPERATIONAL MANAGER

Country: Kabul, AFGHANISTAN

Length of Contract: 12 months

General objective: To manage and support Food Security & Livelihoods interventions in Afghanistan

Responsibilities: Overall management of long term food security programmes - Support to the program managers in defining the implementation methodology, development of realistic work plan, setting up monitoring and activity follow-up tools; - Technical support to the program managers; - Supervision of the implementation of the programs in accordance with defined activity plan, donor guidelines, ACF policies, country strategy; - Ensure the timely production/compilation of monthly and technical reports from the field; - Ensure a proper collaboration / coordination with the support departments -logistics and administration- and the respect of procedures, at the bases and capital level;

Management of the FS&L teams working on long term food security programmes - Organize and animate team meetings; - Participate in the recruitment of the team members together with the administrator or human resources ; - Carry out appraisals of the FS program managers and support FS PM for the appraisal of their teams; - To develop training plan for the FS&L team members in collaborations with PM and HR coordinator;

Reporting - To check and validate all the weekly reports coming from the bases and send it to the FS&L Co; - To design the APR of new projects; - To check and validate all the Monthly report and send it to the FS&L Co; - To check and validate all the Cash forecast and send it to the FS&L Co;

Participation in the development and implementation of the FS strategy and programming - Together with the FS&L PM, analyze, control and improve the technical relevance of the FS programs; - Identify and propose ideas / fields of intervention for ACF positioning and strategy - Participate in proposal writing

Qualification and previous experience: Agronomist or strong knowledge/experience in natural resources management /agriculture /vegetable gardening. Strong capacities in capacity building adapted to local context. Good organisational skills. Ability to manage personnel in a difficult environment, ability to develop a strategy and to work in collaboration with partners. English is an asset.

Status: Volunteer status for applicants with less than 24 months of humanitarian experience  Fixed-term contract of 1 year, renewable  All expenses paid on the field: travel out/return, collective accommodation, meals and hygiene expenses  €838 of indemnities per month on your bank account + Allowance of €200 per month paid on the mission  Social benefits: Medical, life and accident insurance provided by the institution  Acquisition of 2.5 days of paid leaves per entirely worked month  Recovery time breaks of one week every 2 or 4 months depending on the mission + break allowances  Pre departure training of two weeks, at the HQ in Paris

Program Managers with at least 24 months of humanitarian experience, Coordinators and Heads of Mission  Fixed-term contract, provided by ACF according to the French labour law.  Total average yearly gross income: from 39360 € to 43860 € • Food and housing: 1000 € / month average • Per Diem : 210 € / month average • Support to the R & R costs : 110 € / month average • Transportation costs to and from the mission : 460 € / month average • Monthly gross salary ranging from 1500 € to 1875 € (Net: from 1380 € to 1725 €) depending on relevant experience (possibility to increase up to 2137 € gross (1966 € net) according to seniority and performances)  25 days of annual paid leaves  20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)  Social benefits: Medical, life and accident insurance provided by the institution  Accompanied position (partner, children) according to the place of assignment  Training before departure and all along the career with Action Contre la Faim.
