Haiti Program Manager I - Livelihoods

Job Summary Following the January 12, 2010 earthquake, CRS responded with food, shelter, water and sanitation measures throughout Port-au-Prince. Since July 2010, CRS has been seeking to address the next phase in the response and transition from providing assistance in camps for internally displaced persons (IDP) to supporting individuals’ return to homes in neighborhoods. The 24-month Community Resettlement and Recovery Program (CRRP) is designed to help at least 10,000 families with integrated shelter, infrastructure, water and sanitation, protection, and livelihoods solutions in 6 neighborhoods of metropolitan Port au Prince: Christ Roi, Mais Gate, Delmas 62, Carrafour, Solino and Terrain Toto. Livelihoods programming is particularly of interest at this time in the transition from emergency to recovery programming. CRS currently supports a foundation of livelihoods initiatives in CRRP neighborhoods including Cash for Work, Rubble to Reconstruction (R2R) and the Micro and Small Business Recapitalization Program (MSERD). The program has also recently begun programming in sustainable waste management and Savings and Internal Lending Communities (SILC). Livelihoods programming in CRRP zones will continue to grow and evolve over time. Cash for Work should soon evolve to a more sustainable system, and the R2R and MSERD projects need to adapt to changing conditions on the ground in their next phase. Further assessments are planned to determine what additional livelihoods opportunities will most effectively build sustainable economic opportunities in CRRP neighborhoods in the medium term. The Livelihoods Program Manager will lead these efforts to manage current livelihoods programming and develop new initiatives.

Supervisory ResponsibilitiesThe Livelihoods PM I provides technical supervision to the project managers for R2R, MSERD and Waste Management; and to 6 CRRP Livelihoods Project Officers.

Major Responsibilities 1. Assure quality programming and correct implementation of current Livelihoods initiatives in CRRT zones.
o Work to ensure a smooth roll-over from CFW based programming to livelihoods support and recovery programming. o Support R2R Project Manager to ensure new programs are sustainable in the changing neighborhood environment.
o Support MSERD Project Manager to increase the effectiveness of urban MSERD programming, and provide ongoing strategic support to the team. o Work with Waste Management Livelihoods Team to develop effective programming to reinforce local businesses 2. Provide program support, technical support and professional staff development to all direct reports. 3. Coordinate with key Livelihoods and CRRP staff to make Livelihoods programming recommendations in line with the CRS Livelihoods Strategy in CRRP project zones. 4. Coordinate with the Education and Health sector to identify and provide technical support to other potential Livelihoods Initiatives in Port-au-Prince. 5. Identify funding opportunities and lead process to develop concept notes and project proposals for CRRP Livelihoods initiatives, as appropriate. 6. Collaborate with Livelihoods M&E Program Manager to identify and lead relevant livelihoods research and monitoring and evaluation exercises. 7. Facilitate communication and accountability initiatives concerning livelihoods programming in Port-au-Prince. 8. Provide timely and high quality reports on progress toward livelihoods indicators. 9. Represent CRS to external audiences including donors, partners, other NGOs and Haitian government, and other relevant parties. 10. Represent CRRP livelihoods activities in weekly livelihoods technical meetings. 11. Identify gaps in communication and capacity and design workshops, trainings, etc. to address them in timely manner. 12. Provide timely feedback on livelihoods programming, report problems, and propose possible solutions to Livelihoods Coordinator. 13. Ensure proper administrative policies are understood and observed by the Livelihoods team. 14. Perform other administrative and technical duties as required.

Qualifications 1. Masters Degree in international development, economic development, or related field (MBA, social sciences). 2. Minimum of 3 years experience working in a developing environment. 3. Minimum of 1 year experience supervising teams. 4. Professional proficiency in French and/or Creole language required.
