Human Resources Capacity Assessment Consultant

Jhpiego has been awarded an Associate Award from USAID/Afghanistan under the ACCESS Leader Agreement called the Health Service Support Project (HSSP). The aim of HSSP is to provide technical assistance and support to Basic Package of Health Services (BPHS) NGO grantees in delivering essential health services to the Afghan people in 13 USAID provinces, as well as to continue the support to midwifery education.

As recommended by USAID, the HSSP project efforts are now focused on institutionalization of project activities within the MoPH, and to do this, the project is working to enable MoPH assume some of HSSP’s main activities, including the HSSP in-service trainings. For smooth transition of HSSP in-service training to the MoPH Human Resources Directorate (HRD), HSSP will do a capacity assessment of the HRD, MoPH to identify the existing HRD capacities with respect to in-service training coordination, monitoring and delivery, and to identify areas for strengthening.;

Therefore, HSSP intends to hire a consultant who will design the HRD in-service training capacity assessment protocol, lead the assessment process, present the assessment result to MoPH and other stakeholders and develop the HRD capacity development action plan for improving capacity of HRD for smooth transition of HSSP in-service trainings to this directorate.

Purpose: The consultant will design the HRD in-service training capacity assessment protocol, lead the process of Human Resource Directorate capacity assessment, present the assessment result to MoPH and other stakeholders and develop the HRD capacity development action plan.

Responsibilities:
  • Meet with HSSP technical staff and other key stakeholders to obtain information and feedback on previous HRD assessments and results to inform the development of the assessment tool.
  • Develop the HRD capacity assessment protocol/plan.
  • Meet with HR Director and members of the HRD to provide an overview of the assessment plan.
  • Under stewardship of HRD, identify/collect any other tools that may be appropriate for the assessment and develop a comprehensive capacity assessment tool.
  • Lead the HRD capacity assessment process.
  • Analyze/interpret preliminary results.
  • Present results of HRD assessment to key stakeholders within the MoPH, including identification of gaps and recommendations on areas to include in an action plan to address the identified gaps.
  • Use feedback from stakeholders to finalize assessment report.
  • Prepare and finalize the assessment result report.
  • Develop HRD capacity development action plan based on assessment findings.
  • Share the HRD capacity development action plan with HRD and incorporate their feedback into action plan.
