Objectives: The objective of the Communications and Policy Consultant will be to develop policy advocacy strategies including knowledge products, analysis, research, and targeting, that will add policy value to ongoing UNDP CO, programme and project work. The Communications and Policy Consultant will support knowledge management work within UNDP through an active role in the implementation of knowledge-sharing networks based from UNDP Bangladesh. Background: UNDP Bangladesh is supports the Government to find innovative solutions to its development challenges based on the Country Programme Document which is approved by the Executive Board of UNDP. Innovative, responsive and high quality policy advocacy and communications are central to the enhancement of UNDP’s current programme and project activity, as well as vital to emerging areas of development focus. |
Scope of work and expected outputs / deliverables: The Communications and Policy Consultant will work under the supervision of the ACD (Policy Support and Communications Team). S/he will provide support to the main functions of the Communications and Policy Support, including communications and advocacy, knowledge management, policy support and research, and partnership building. Related to Policy Support functions, the Consultant will assist the ACD (PSCT) the Directorate, and CO programme heads.
The Communications and Policy Consultant will undertake the following activities in his/her twelve months consultancy services to the project: - Support drafting of 4 policy advocacy strategy(s) to be led by PSCT (inclusive of yearly work plan, research timetable, audience identification and targeting, advocacy and knowledge products development etc.).
- Support PSCT implementation of 4 policy advocacy strategies with particular focus on quality assurance of advocacy and knowledge products and research materials.
- Draft, consult and finalize CO communication strategy.
- Provide writing, editing and conceptual support to Directorate in producing the CO Annual Report 2011.
- Manage half-yearly updating (research, write, oversee formatting, printing as judged necessary by ACD (PSCT) of UNDP project factsheet for dissemination to partners.
- Develop (research, write, format) 10 thematic (sub-cluster level) briefs (2 pagers & 6 pages) for all UNDP thematic areas of practice for dissemination to partners.
- Prepare standard CO PPPs for all 10 thematic areas (sub-cluster level) under guidance of ACD (PSCT) for use by Directorate and senior programme colleagues.
- Provide writing, editing and conceptual support to Directorate in producing the updated CO Brochure.
- Produce communications support package (including presentation, toolkit, policy, workflows, best practices, guidance notes etc) and share with projects/programmes through dissemination and consultation.
- Develop advocacy support package (including presentation, toolkit, policy, workflows, best practices, guidance notes etc) and share with projects/programmes through dissemination and consultation.
- Coordinate the existing Solution Exchange knowledge sharing platform (through ongoing operational support) and facilitate establishment of CoPs to be launched in the next six months.
- Write scripts for 9 CO, project/programme videos in consultation with PSCT Communications Manager.
- Provide communication and policy advocacy support services to substantive clusters (including capacity development training or day-to-day support).
- Providing editing and strategic communications advice and support for CO press materials including press releases, media advisories, op-eds, speeches, etc.
- Provide English-language writing and editing support to CO Directorate and substantive clusters as and when required.
Undertake any other function or responsibility, which may be assigned by the ACD (Policy Support and Communications Team). Supervision and Performance Evaluation: - ACD, Policy Support and Communications Team
- Timeframe and deadlines: 5 months
Reports: - The Consultant will in collaboration with the Team, lead and/or facilitates production of a variety of UNDP knowledge products and communications materials over the course of 5 months. These products will be directly targeted at raising awareness of UNDP’s work both in and outside of Bangladesh and increased visibility among stakeholders.
- Work with key UNDP projects (to be nominated by ACD (PACT) after consultation) to identify high-profile project/programme-level communications events or products and will provide communications outreach support to raise the profile of, and add value to, these projects/programmes.
- Provide regular English-language writing and editing services to the Directorate through inputs to presentations, reports, speeches.
- Related to policy support functions, the Consultant will assist the ACD (PSCT), the Directorate, and CO programme heads to develop policy advocacy strategies, including knowledge products, analysis, research, and targeting, that will add policy value to ongoing UNDP CO programme and project work.
- Initiate and support development and production process of research and policy products as part of the COs broader policy work. The Consultant will be responsible for the drafting, consultation and finalization of the CO Communications Strategy under the guidance of the ACD (PSCT) and other relevant colleagues.
- Support the enhancing of communications and advocacy capacity of projects/programmes by developing a support package (including presentation, toolkit, policy, workflows, best practices etc) that will be shared and left with projects and programmes.
Inputs: - Inputs will be provided as per standard UNDP procedure.

Only candidates obtaining a minimum of 49 points in the technical evaluation in technical evaluation would be considered for the Financial Evaluation Technical Criteria - Overall experience in the provision with services-20 points

| Education: - First Class Honours Degree or equivalent in Development Studies, Communications, Humanities
Experience: - Minimum 4 years of proven experience in communications, development research, and policy analysis/support and advocacy.
- Experience in producing advocacy strategies and plans (particularly for policy goals), as well as the institutional support mechanisms (i.e. Guidance Notes) to support ongoing development and implementation of such.
- Experience in producing (planning, scripting, shooting and editing) video documentaries.
- Proven ability to plan, write and edit documents in range of styles (eg. feature writing, annual report writing, briefing papers, factsheets etc.) with results-orientation and to extremely high level.
- Demonstrated ability to suggest and initiate innovative opportunities for policy research and communications products.
- Proven familiarity with knowledge-sharing networks and their operations (Solution Exchange model desirable).
- Experience of work in South Asia an asset, experience of work in Bangladesh an additional asset.
- Experience of working in UN system desirable, experience with UNDP considered an additional asset.
- Demonstrated ability to deliver according to set deadlines.
