REQUEST FOR EXPRESSIONS OF INTEREST
The funds provided by Sweden through The Swedish International Development Cooperation Agency (“SIDA”) are made available to the Government of the Republic of Serbia (“GoS”) and used to provide technical and expert support with the goal of enhancing the quality of public policies, and contributing to Government effectiveness and good governance over the period of 18 months.
The purpose of the Project support is to redesign the policy making process so that the Government policies are strategic, outcome focused, flexible and innovative and linked to developed strategic frames, and that proper coordination from the Centre is ensured, aimed towards reforming and reinforcing policy coordination activities in the Government and bearing in mind the requirements stemming from the EU accession process.
The Project will build upon the results of the first phase and continue to provide support to the General Secretariat of GoS (“GS”) in the area of redesigning policy development, planning and coordination, monitoring and further institutional building. This is sought in the context of improved support to the GS in the preparation, execution and monitoring of policies as a pre-Accession EU applicant country and the proper coordination from the Center of the GoS.
GS is seeking services of a competent international consultant that would act as a Expert on Policy Planning and Development that shall provide the oversight, advice and inputs in the development of the final version of the strategic and policy planning methodology and handbooks with a view of aligning those with the good international practice examples and standards. The expert will assist the General Secretariat of the Government of Serbia to ensure the quality of policy development and policy planning reform and development outputs and activities.
Expert on Policy Planning and Development will:
- Review and comment on the substantive material prepared by the project, such as regulations, methodologies and handbooks, and propose improvements of these documents in light of comparative experience in similar systems;
- Assist in the development and implementation of an improved process of Annual Government Work Planning;
- Assist in development of tools and techniques for policy development and policy coordination;
- Assist in the preparation of training material to introduce new systems and methodologies to staff in ministries and the General Secretariat;
- Assist in providing mentoring and training to staff and Project Coordinators in the General Secretariat and the ministries.
Eligible candidates should fulfill the following minimum requirements:
- University degree in political science, public policy, public administration or similar areas;
- Work experience in the area of policy making. Advantage will be given to candidates who can show significant experience of working in the Centre of Government (CoG);
- Experience in providing technical assistance to governments, especially to the CoG;
- Experience in preparing training material and providing training;
- Good knowledge of relevant practice and procedures in countries of the former Yugoslavia and EU member states;
- Experience in execution of similar tasks in one of previous or current candidate states;
- Good communication skills;
- Ease in speaking and writing English language.
Consultant shall be engaged in the period between October 2011 and June 2012. The work of the Consultant shall entail both visits to Belgrade and offsite work.
