Kyrgyzstan Police Reform Advisor

Requirements include, but are not limited to:

  • Police administrative courses on human resources management and general police management
  • University degree in law, political science and/or a command or management operational position in a national police environment and/or significant work experience in law enforcement bodies
  • Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post
  • Extensive experience in the areas associated with police system reform, legal reform and/or public administration reform
  • Experience in program and project management, planning and strategic development, and monitoring including evaluation of effectiveness
  • Excellent drafting and analytical skills; proven ability to write comprehensive reports
  • Experience in co-operating with governmental and non-governmental organizations
  • Flexibility and ability to work under pressure and within limited time frames
  • Knowledge of International Police Standards and human rights
  • Negotiating and interpersonal skills
  • Law enforcement development experience within the Commonwealth of Independent States (desired)
  • Knowledge of regional political developments, legislative and police reform issues in Central Asia (desired)
  • Working level knowledge of the Russian language (desired)
