Lead Evaluator for Final Evaluation of Project.
The unprecedented flooding caused by heavy monsoon rains beginning in late July 2010 caused widespread destruction and displacement from northern Pakistan down through the Punjab and Sindh. Across huge swathes of the country homes were destroyed, agricultural land covered, livestock and other assets lost, and local infrastructure damaged. Over 20 million people were affected.
Following the immediate emergency response to address life threatening needs, six International NGOs – Action Against Hunger (ACF), CARE International, Concern Worldwide, International Rescue Committee (IRC), Oxfam GB and Save the Children – formed a consortium in November 2011 to undertake a large scale early recovery programme funded by the UK Department for International Development (DFID). This programme would provide basic income support and income generation opportunities to help the most vulnerable households begin restoring their livelihoods and communities, while simultaneously rejuvenating the local economy. The consortium was managed and coordinated by the Consortium of British Humanitarian Agencies (CBHA) – a group of 15 UK-based NGOs dedicated to working together to strengthen the coordination and capacity of the NGOs sector to deliver high quality, rapid humanitarian assistance to disaster affected populations. The early recovery programme was seen as an opportunity for NGOs to demonstrate their ability to deliver a rapid, efficient, effective, flexible and accountable humanitarian response, at scale and in a challenging operational environment, through a collaborative working model.
Specific Objectives:
As the lead evaluator, the consultant is responsible for leading the overall evaluation, manage a local data collection firm and ensure the timely collection and input of quality data and ensuring the final output meets all required deadlines and quality considerations. • Development of field plan, sample size and sampling methodology • Development of data collection tools (for both qualitative and quantitative inquiry) • Support in analysis of collected data • Write the evaluation report • Present the findings
Key considerations in short listing the consultants would be as follows:
• Qualification of lead consultant (CV of consultant) • Previous experience of leading large scale evaluations (Evaluation reports) • Previous experience of evaluating Emergency Food Security and Livelihoods (EFSL) project (Evaluation reports) • Any previous experience of evaluating alliance or consortium projects (Evaluation reports) • Experience of working in Pakistan or in the region (CV of consultant)
