Monitoring and Evaluation Specialist (PROPOSAL RECRUITMENT)
FHI 360 is recruiting for a Monitoring and Evaluation Specialist who will be responsible for the design and implementation of a USAID-funded program that will work in partnership with a wide array of local partners to ensure youth success in the Dominican Republic. This proposed five year program will integrate education, health, community development, and workforce skills into one program with a focus on serving youth in a coordinated, multi-sectoral effort. He/she will be responsible for developing and managing systems for collecting and interpreting data from diverse sectors and ensuring that all activities are in line with USAID’s Learning, Evaluation, and Research policy. The M&E Specialist is responsible for building M&E capacity in local partners and maintain a close relationship with USAID on all M&E-related issues.
Job Responsibilities:
• Responsible of overall management and design of the project’s monitoring and
evaluation activities in close collaboration with project staff and partners
• Design and implement the project’s overall Monitoring and Evaluation plan, including
developing the project Performance Monitoring Plan and indicators
• Manage data gathering processes for all project reports and deliverables
• Provide regular progress reports to the COP and other stakeholders
• Document best practices, success stories, and lessons learned
Experience and Qualifications: At least seven years of experience in data gathering, evaluation, and monitoring project performance is required. Ideal candidate possess a least a Bachelor’s degree in development, education, or social sciences with academic coursework in monitoring and evaluation. Experience with youth programming and policy is highly desirable. He/she will have strong working knowledge of database systems and be well-versed in multiple types of data collection, including participatory and qualitative approaches. Must be familiar and have working knowledge of data analysis and management software including Excel, SPSS, etc. Strong English and Spanish oral and written communication skills are required.
