DESIRABLE COMPETENCES Knowledge of Local Languages is an asset WORK CONTEXT“Community-based Food Security programme in Magway Township, Dry Zone, Burma/Myanmar”', is a European Union funded project implemented by CESVI, an Italian NGO in partnership with FAO. The project started in November 2008 and will by the end of October 2011 and has the long term objective of contributing to support the food security status and alleviate poverty of strongly vulnerable communities in the targeted area of Magway Township by promoting sustainable use of the natural resources. The main goals of the activities are: empowering farmers, landless poor and women heads of households in 10 targeted villages in Magway Township to benefit from a stabilized availability of food (quality and quantity) and from improved livelihoods. Target groups of the Action are highly vulnerable households (small farmers, landless, and women head of households) living in ten rural villages of 4 village tracts and the outskirts of Magway town.
JOB DESCRIPTION 1.Location of FEM The FEM will take place in the project's target area in Magway Township, Dry Zone, Burma/Myanmar
2.Period and Duration of the FEM The FEM will start on 10th of October and will last 10 days in the field, the final report will be due after 30 days from the starting of the consultancy. List of activities: Briefing in Yangon Country Office Project Evaluation Draft Report Debriefing in Magway and Yangon Offices Final Report
3.Objectives of the FEM This FEM occurs during the last month of the project implementation and has the overall objective of identifying and assessing the outcomes and the impact of the project, and to provide recommendations for future food security projects to be executed by CESVI in Myanmar.
4.FEM Topics The consultant will be in charge of the evaluation of the project progress, and will be required to coordinate his activities with CESVI Myanmar staff and with the Ministry OF Agriculture and in particular with MAS (Myanmar Agriculture service) The Final Evaluation will analyze the project's following five dimensions: Pertinence and quality of the project design; Effectiveness of project implementation; Effectiveness of the action; Impact; Sustainability.
5.Output of the FEM The evaluator is expected to provide a report based on the objectives and topics described in paragraphs 4 and 5.
B.Information Requested to the applicant The selection of the evaluator will be based on the following weighted criteria: 1. Qualifications of the applicant (annex CV) - 15% The applicant should possess: A degree in a discipline that is directly relevant to or provides basic skills in food security and livelihood aspects; Relevant experience in food security analysis; Excellent communication and interpersonal skills; Excellent analytical and report-writing skills; Good computer skills; Excellent knowledge of English; Knowledge of Burmese languages is an asset. 2. Methodology proposed for the FEM - 30% The applicant must provide a detailed description of the evaluation methodology he intends to implement for the FEM. 3. Economic retribution required for the FEM - 20% The applicant must specify required retribution, including transportation and accommodation costs, and the method of payment. 4. Interview - 25% Short listed candidates will be contacted for a interview. 5. References - 10% The applicant must provide contacts of past employers.
