JOB CONTEXT: In 2008, HI started harmonizing its operations in both Liberia and Sierra Leone with Freetown being the Head Office of the newly created Mano River Program. Since then, the Program has transitioned from an emergency into a development Program over the past 3 years.
HI has been heavily involved in physical rehabilitation in the two countries starting from the period of civil wars (operations started 1996 in SL and 2000 in Liberia) and have closely partnered since then with Ministries of Health. After few years of direct management of the rehabilitation centres, HI launched a hand over process of 4 physical rehabilitation centres to the MoH. Theses centres are now under governmental bodies (MoH or general hospitals) management. This process is ending at the end of 2011, when the centres will be under the full responsibility of these local bodies.
JOB DESCRIPTION: As Physical Rehabilitation (PR) Coordinator, you will be part of the Senior Management team of the Mano River Program and you will be directly under the line management of the Program Director.
As a member of the Senior Management team, you will contribute to the management of the Mano River programme with specific responsibility for ensuring definition and effective implementation of the physical rehabilitation and Health component of the programme strategy. You will be responsible of physical rehabilitation projects in Sierra Leone; of development of Human Resources and of technical support of Mano River activities
Your main responsibility will consist in coordinating all projects related to physical rehabilitation within the programme
You will: - Support MoHS/MOHSW to develop policies on rehabilitation; define a strategy on sustainability; define strategies to integrate PR into the overall Public Health policies and operational plans. - Support implementation of disability prevention and early detection activities within Health structures - Promote the innovation and creation of locally appropriate orthopaedic components by the teams in Liberia and Sierra Leone - Coordinate the implementation of the wheelchairs project in both Liberia and Sierra Leone - Direct line management of 5 staff in Sierra Leone; design and implement training for PR staff - Be responsible of budget management of the projects - Plan regular field visits to monitor and oversee the technical aspects of the projects in Sierra Leone - Develop and maintain strong links with the Regional Technical team to support the post and share knowledge. - Network with national government bodies and local authorities (government, UN, DPO’s; Self Help groups…), with emphasis on policies and thematic relevant to disability.
You will also be responsible for the quality of PR projects and programme activities:
You will also update and ensure the implementation of the PR strategic framework: design of a programme pluri annual strategy on physical rehabilitation; monitor and assess strategy implementation; member of the Programme Coordination Committee and participation in the annual and strategic pluri-annual planning exercises of the program.
CANDIDATE PROFILE: You have a Master in Public Health You have a proven experience in disability in development programs, project management and in technical support to project You have relevant skills in support/training/capacity building of staff and partners You have proven experience in working within a large network of stakeholders and to prioritize actions
A degree in Physiotherapy or Occupational Therapy would be an asset Experience in CBR would be a plus
REQUIRED LANGUAGE SKILLS: Professional level of writing/reading English
JOB ENVIRONMENT: Generally, security is good and most Sierra Leoneans and Liberian will warn foreigners if there are problems but some security regulations have to be respected in order to avoid any kind of incidents. There are many facilities in Freetown, such as hospitals, pharmacies, supermarkets, bars and restaurants. Electricity and water supply is not so good currently due to work roads in Freetown but all HI offices and guest houses are equipped with a generator. Presidential elections are due to happen in 2011 in Liberia and 2012 in Sierra Leone with potential consequences in political stability and security. There is a high risk of malaria throughout the country. The position is based in Freetown with regular visits on field in Sierra Leone and Liberia
As there is not possibility to obtain urgent paediatric treatment, the position is open to families with children above 5 years old. There is only English speaking international school in Freetown.
EMPLOYMENT CONDITIONS (status depends of experience):
Salary: salary bracket: 2150-2400€ gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
