RESIDENT FINANCE AND ADMINISTRATIVE DIRECTOR, NORTH AFRICA
NDI is seeking a skilled professional with significant experience in financial, administrative and management of complex, multi-faceted programs. The candidate should be highly skilled in accounting operations and comfortable working with a multinational staff. The Director will play a lead role in designing, implementing and managing accounting, human resources and other administrative systems for field offices in Egypt, including Cairo, and will support the development of systems in other North Africa field offices. He/She will be responsible for ensuring compliance with NDI policies and procedures. The Director will also provide oversight of the daily accounting operations in Egypt and support across North Africa, monitoring field expenses against budgets for multiple grants, and reporting to the program management teams in Egypt and Washington, DC. The Director reports to the Resident Senior Director based in Cairo and interacts regularly and proactively coordinates procedures with the International Accounting Manager and the Regional Human Resources Manager in DC. Ability to travel to other countries in the North Africa region is required, where the Director will be expected to train and develop the capacity of national staff. This is a non dependant post.
Responsibilities
- Supervise a team of finance, administrative and program support personnel; provide training, mentoring and staff develop opportunities to local staff in both administrative and financial management functions.
- Maintain financial management systems and ensure the submission of accurate monthly financial reconciliation statements to NDI’s Washington DC office.
- Provide guidance and counsel to local staff on HR matters, in consultation with the DC-based Regional HR Manager.
- Facilitate recruitment and staffing of NDI’s program and non-program positions and developing systems to ensure equitable and transparent employment practices, all in coordination with the management team and the DC-based HR Resources Manager.
- Respond to staff inquiries regarding administrative and financial policies and procedures as needed.
- Facilitate and coordinate the annual performance evaluation process with the DC HR team.
- Create and update job descriptions to accurately reflect responsibilities within the organization, in coordination with the DC-based HR Manager.
- Work with program staff to determine current and projected recruitment needs, and communicate those needs to the DC HR team.
- Working the the DC-based regional HR Manager, ensure on-going competitive compensation that supports the organization’s ability to attract, develop and retain top talent.
- Provide oversight of financial operations in the field for multi-million dollar programs across several countries, funded primarily through U.S. government grants.
- Oversee all aspects of accounting for field offices in Egypt and North Africa, including the direct supervision of national accounting personnel in Egypt.
- Monitor program expenditures including budget to actual expenses, reporting on financial results and cost projections to senior management in Cairo and Washington, DC.
- Oversee compliance with internal controls and accounting procedures.
- Ensure that all financial and accounting reports are prepared and submitted in a timely manner.
Experience Required
- Minimum of 14 years of experience in public administration, human resource management, accounting or non-profit sector management. International development experience preferred.
- Bachelor’s Degree, preferably in international development, public administration, human resource management or accounting; graduate degree preferred
- Cultural sensitivity in working with US and international staff.
- Ability to train and mentor the professional development of local staff.
- The ability to design and implement administrative systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure.
- Strong written and verbal communications skills combined with the ability to work collaboratively with Washington-based program, accounting and HR staff as well as program staff in Egypt.
- Strong interpersonal skills.
- Experience with US grants or other international organization preferred.
- Knowledge of program evaluation techniques preferred.
- Experience with accounting (Quicken), word processing, and spreadsheet (Microsoft Word and Excel preferred). Experience with database creation and management.
- Experience working in post-conflict environments and/or countries undergoing political transitions.
- Experience interpreting and administering policies pertaining to local labor codes, as well as experience with personnel administration.
- Excellent organizational and multi-tasking skills with attention to detail.
- Ability to apply discretion and maintain confidential information.
- Capacity to work both independently and as a member of a team.
- Arabic and French language skills highly desirable, but not required.
