Job Title: Senior Advisor – Investment Planning and Management Dept/Location: Management Policy and Information Unit (MPI), OSD-Baltimore Band: E FSLA: Exempt Reports To: STA Team Lead- Management, Policy and Information
Job Summary: Leads and manages the Overseas Operations (OverOps) investment planning and management process covering the Agency’s allocation, restricted and emergency funds and OverOps reserves. Recommends changes to and participates in collaborative development of policies and systems to promote efficiencies and deployment of best business practices. Systems include those used to plan and monitor investments (eg. ebudgets and PIMS).
Specific responsibilities:
A. Investment planning and monitoring 1. Develops and implements investment policies and procedures for OverOps. Under general supervision and direction of the MPI Team leader, helps to identify and address policy and process improvement opportunities, Provides investment methodology for OverOps annual allocation, budget planning and forecasting activities, and works with the Analyst to implement the methodology. 2. Directs and coordinates all OverOps budget planning activities. This includes: a. the development of budgeting guidance and tools; tracking of regional budget submissions; development of budget review tools. b. facilitating interaction with the Field, EVP OverOps and the Budget Review Committee to ensure that all proposed budget issues are appropriately addressed during the budget review process. 3. Reviews investment related Analyst reports for the Board and EVP-OO including the annual operating budget, operating budget analysis documents, and periodic finance & budget information. 4. Reviews Analyst administrative handling of the OverOps allocation, restricted and emergency funds and the OverOps reserves. Ensures consistency and accuracy of reported data.
B. Other duties as required 1. Supervises and contributes to the professional or technical development of the Analyst II- Budget & Investment Planning (Band D). 2. Prepares all sensitive and confidential analysis as directed by the EVP-OverOps as required.

Qualifications: 1. Master’s degree in Business, Economics or related field. 2. 5+ years’ budget planning and analysis experience 3. Overseas exposure to programmatic, financial and/or administrative management
4. In-depth knowledge of and experience in CRS systems, including budgeting and project tracking, and of CRS HQ functions, a plus 5. Excellent interpersonal and communication skills. Demonstrated ability to work in a team. 6. Experience implementing new administrative systems preferred. 7. Strong problem-solving skills 8. Strong organizational skills and attention to detail 9. Computer literate in MS Office
