| Division Context | |
| Under the general supervision of the Accounting Officer – Systems, and working closely with both the Loans and Grants Unit and Accounting Unit, the incumbent provides daily functional support to the loans and grants system and also is responsible for related data and statistics. | |
| Duties and Responsibilities | |
| 1. Administrate and maintain the Loans and Grants system, with particular regard to new loans, cancellations, reductions and/or closure of loan and grant accounts, changes to conditions of loans and grants. Provide OECD analysis about IFAD's disbursement upon request. Liaise with ICT regarding system developments, new requirements and assist in the resolution of functional system problems. Provide advice to loan & grant unit staff on system issues, reallocation, special account set ups and reconciliations, ensuring that entries are recorded timely. Assign grant and loan number on loan and grant approval. Record refunds, reduction, closing. Re-amortize repayments schedules. 2. Provide support to IFAD country offices to access LGS to increase efficiency of processing withdrawal applications. Prepare the dissemination of the current pilots by introducing new workflows and new ways to upload documentation to corporate systems to improve efficiency and reduce duplication of work. 3. Manage the Debt Servicing billing area, including the production of billing statements and the application of repayments for the entire debt portfolio. Prepare decision memo on the IFAD interest rates applicable for the period bi-annually for loans approved on intermediate and ordinary variable terms and update the information on internet. 4. Act as divisional focal point for the application of and data associated with the HIPC (Highly Indebted Poor Countries) initiative and other debt relief programmes. Provide external (World Bank and Central Banks) HIPC information, including upcoming decision/ completion points, as well as in-house. 5. Initiate follow up actions for arrears situations arising from payment defaults, keeping CFS and PMD staff informed.. Track and assist with the calculations for debt settlement plans to be approved by the Executive Board. Prepare governing body and management reports on overdue principal loan repayments, interest and service charges. Provide future projections on loans (both principal and Interest) upon request by Loan Officer/Borrower. Clear (for arrears), faxes for Effectiveness & check amortisation schedules for loan closing notices. 6. Prepare regular management reports and statistics of monitoring of debt servicing and performance of disbursement activities. Prepare various analysis and governing body reports, developing as required, to assist CFS and management in concerned divisions to better monitor their project payment process, and closing of project accounts. Liaise with borrowers, recipients, cooperating institutions and third parties directly on routine matters relating to the areas of competence and draft correspondence in the appropriate language for the Controller or/and Loan/Grant Officer’s signature. 7. Acts as back up to the Accounting Officer – Systems. 8. Perform other duties as required. | |
| Education and Experience | |
| • First level university degree in Business administration or a finance related subject or equivalent. • Minimum three years professional work experience in at least one area of system support, debt servicing or financial analysis. | |
