SECRETARIAT OF THE PACIFIC COMMUNITY POSITION DESCRIPTION SYSTEMS DEVELOPER/ANALYST (DESIGN AND PROJECT MANAGEMENT) BACKGROUND The Secretariat of the Pacific Community (SPC) is an international organisation that provides technical and policy advice and assistance, training and research services to its Pacific Island members. It works in a wide range of sectors with the aim of achieving three development outcomes – sustainable economic development, sustainable natural resource management and development, and sustainable human and social development. SPC’s headquarters are in Noumea, New Caledonia. It has regional offices in Suva, Fiji, and Pohnpei, Federated States of Micronesia, and country offices in Honiara, Solomon Islands and Port Vila, Vanuatu. SPC’s INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) SECTION The ICT section’s core function is to support ICT operations at all SPC sites. The section currently consists of 23 staff in Noumea, Suva and Pohnpei and has an annual budget of around XPF 100 million (approximately USD 1.2 million). SPC’s total investment in ICT infrastructure exceeds USD 5 million. To serve the needs of an increasingly decentralised and growing organisation, one of SPC’s corporate ICT priorities is the further development of its corporate information systems. JOB DESCRIPTION This Systems Developer/Analyst will be part of a team that is responsible for the technical design, development and administration of all SPC-wide corporate applications, including SPC’s financial, human resource (HR) and asset management software packages and related applications. The focus of this position will be on design and project management as defined in the duties and responsibilities below. The appointee will work closely with other ICT staff and users to analyse business requirements, propose and design technical solutions and undertake their implementation. He or she is required to ensure that these applications adequately respond to the core needs of the organisation and to actively participate in the development, delivery and assessment of end-user training for SPC staff in support of operational corporate systems and applications. DUTIES AND RESPONSIBILITIES The Systems Developer/Analyst (Design and Project Management) is responsible to the Manager of the ICT Section for the following: · Review, design, develop and support core SPC-wide applications, in particular to provide primary support for the Microsoft Dynamics NAV (ex Navision) enterprise resource planning software, and the human resource and payroll applications. · Technical management and supervision of staff involved in the development and programming of SPC-wide applications such as those listed above. · Review, analyse, develop and keep current the SPC corporate information system framework and applications in support of all SPC staff. · Participate in the development and use of endorsed SPC project guidelines and standards, and apply those techniques to manage and deploy approved ICT projects. · Review, analyse and document priority business requirements identified by SPC staff, business users and other essential stakeholders, and provide timely and appropriate recommendations and/or solutions. · Handle work received through the corporate ICT Helpdesk and provide prompt and high-quality support to all SPC staff. · Contribute to the training of SPC staff, in particular in the use of corporate applications. · Carry out other duties as assigned by the Manager, ICT Section. QUALIFICATIONS AND EXPERIENCE Essential Ø Tertiary qualification in computer science or a related subject, or equivalent work experience. Ø More than five years’ experience as a software/application developer/analyst, with a proven track record of programming in client-server environments (preferably Microsoft SQL Server 2005 and later, SQL, Visual Basic, Access, MySQL and Microsoft .Net technologies). Ø More than five years’ experience with technical project management and the successful implementation of medium to large financial, HR, asset management and related application systems. Ø Considerable work experience with financial management and HR/payroll applications. Ø More than five years’ experience in the use of Microsoft Office products. Ø Work experience producing system and user manual documentation for deployed applications. Ø Demonstrated ability to provide user training and support, particularly for deployed applications. Ø Good customer relations and communication skills (written and oral). Ø Good working knowledge of either of SPC’s official languages (English and French). Desirable Ø Working knowledge and experience installing, implementing and programming Microsoft Dynamics NAV and applications in areas such as HR and payroll. Ø Working knowledge and experience of accounting and business procedures. Ø Work experience with the Internet and associated technologies, such as websites and portals (SharePoint). SALARY, TERMS AND CONDITIONS SALARY AND ALLOWANCES The position is in Band 12 of SPC's salary scale. Salaries for positions advertised internationally are set in SDR (Special Drawing Rights) and paid in the local currency (e.g. the French Pacific Franc, XPF, in New Caledonia). As per SPC’s 2011 salary scale, the salary range for this band is SDR 4,071–5,904 per month. At prevailing exchange rates, these amounts convert to approximately XPF 556,000–806,500 per month (USD 6,600–9,600; EUR 4,700–6,700). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. The organisation subsidises housing. An SPC-owned or SPC-rented house or flat will be made available, with the staff member contributing 25 per cent of the normal rental. In addition, an establishment grant is payable to non-residents of New Caledonia. Where appropriate, other allowances, such as an education allowance, may be payable. SPC salaries are not subject to income tax in New Caledonia at the present time. PROVIDENT FUND The appointee will be eligible for membership in SPC’s Staff Provident Fund. Staff members contribute eight per cent of their base salary, to which SPC adds a matching contribution. TENURE The appointment is for a period of three years, with the possibility of renewal for a further period depending on performance and continued funding availability. DUTY STATION Noumea, New Caledonia. LEAVE Annual leave will accrue at the rate of 25 working days per annum. Sick leave is 30 working days per annum. MEDICAL BENEFITS SPC’s Staff Medical Insurance reimburses doctors’ fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits. FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, the cost of air fares by the most direct and / or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects, will be met by SPC on appointment and termination. COMPUTING ENVIRONMENT SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows. SMOKE-FREE ENVIRONMENT Smoking is not permitted in the work place.
