Team Leader - Savannakhet Province

PURPOSE OF POSITION:

To provide overall leadership and management of World Vision Projects at provincial level; Coordinate all ADPs in the province, Relief and Special/Grant projects operations and ensure all are in compliance with WV Lao Strategy, Design documents, Timeframe, budgets. Manage WVL provincial staffing and staff development; and liaise with provincial- and district-level government officials and World Vision offices outside of Laos to ensure that collaboration, coordination and cooperation among WVL, Support Offices and Provincial Lao Government are maintained and enhanced.

KEY RESPONSIBILITIES:

Strategy Development & Planning:
Contribute to the development of WV Lao Strategy, and ensure that provincial priorities are advocated for and taken into account.
Provide provincial leadership and management to all activities involving Project/ADP planning, assessment and design in alignment with National strategy and Partnership standards, IPM adoption, addressing child well-being outcomes and targets, and carrying out integrated program monitoring and reporting Develop and facilitate the understanding and adherence to WV Mission, Vision and Core Values.
Ensure timely follow-up on Operational Audit in the province.

Resource Acquisition & Management:
Take lead in the preparation of provincial budgets for all ADPs and specific projects; ensure funding needs are met; promote accountability and ensure cost-effectiveness and efficient use of resources.
Manage Provincial assets and resources (human, financial, equipment, technology, etc), ensuring that their cost is within the budget and are in accordance with World Vision policies.
Ensure WV financial policies and procedures are met, incl. providing explanation of any variance.
Identify and follow up new project opportunities. Take a lead in timely preparation of project proposals and other Program documents.
Work with ADP/Project Managers to develop annual ADP/Project plans of action and budgets.
Approve travel requests of Projects/ADP staff outside the province.
Ensure that reports of all WV ADP/Projects at provincial level are accurate and submitted on time. When necessary, lead the presentation of reports to NO, donors, GoL, support offices and/or other stakeholders.
Ensure efficient financial control systems are in place for better stewardship of WVL resources at provincial level.

Capacity Building:
Ensure that staff members are adequately trained, and have the capacity to carry out WV Lao programs at provincial level.
Facilitate capacity acquisition to the provincial government counterpart and community members in regard to their roles and responsibilities in development partnership with World Vision.
Provide coaching and mentoring to provincial staff members in order to enhance their performance, and identify their potential for leadership or management roles.
Take a lead to ensure that provincial staff members have access to technical capacity and mentoring on issues of project assessment, design, planning, management, implementation, monitoring and evaluation.
Facilitate the understanding and adherence to WVL National Strategy at provincial level with reference particularly to achieving child well-being outcomes and targets in a context of IPM adoption.

Accountability & Quality Assurance:
Set plans to facilitate smooth implementation and monitoring of project activities in accordance with WV standards and/or donor requirements.
In collaboration with the provincial government, WV provincial quality team and NO ensure best practices are being used in sectors of intervention in the province.
Ensure quality management of human resources at provincial level, including: hiring, development and separation, in collaboration with HR Department and WVL management.
Assure quality staff development through training needs assessment; follow up on development plans and implementation of performance appraisals, in collaboration with HR Department.
Contribute to other WVL departments initiatives and plans; ensure that Action Points are timely implemented at provincial level.
Participate in organization management plans and strategies together with the Operations Department.
Develop dynamic organizational culture for the Province that conveys the principles of a “Learning Organization” and applies principles of our Core Documents, policies, manuals, and procedures.
Assure proper integration and synergy of sectors projects and ADP activities.

Networking & Coordination:
Facilitate regular meetings with staff of all departments; ensure team work and quality service delivery among staff in the province.
Develop robust networks and excellent relationships with provincial Government (technical commissions, districts and ministries), heads of int’l and local NGOs, and UN institutions, in support of key advocacy messages and to increase understanding and support for WV’s cause and ministry at provincial level.
Represent the Organization to internal and external provincial stakeholders, bringing the correct messages about Organization’s stance, causes, and work.
Network with like-minded GOs, NGOs, FBOs to increase partnerships and strengthen advocacy messages.

Management and Leadership:
Ensure timely, quality and on budget accomplishment of project and ADP goals, in line with WVL Strategy, Program Design documents and Plans of Action, and consistent with IPM Adoption Plan, child well being outcomes, and sector practices.
Actively participate and contribute to the Senior Leadership Team Meetings.
Ensure effective leadership and line management for all staff in the province.
Ensure creation of appropriate JDs, goals and performance expectations for all provincial staff.
Create enabling and positive team environment where staff are able to develop their spiritual gifts; and model a servant leadership model.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:
University Degree and/or Professional qualification in Development Studies or related field.
At least 5 years experience in Transformational Development and project management with a throughout understanding of all areas of Project management cycles in a complex, international organization (preferably in an INGO context).
Experience in programme design, evaluation, donor-relations

PREFERRED:
Good understanding of child care and development best practices
