•The position attracts a Senior Executive remuneration package, including in-country allowances where appropriate.

Background:
The Vois Blong Yumi (VBY) program is a capacity-building program of support to Radio Vanuatu, and the Vanuatu Broadcasting and Television Coporation (VBTC).

The ABC and VBTC are jointly responsible for the implementation of the program which is currently delivering Phase 3, due for completion on 30 June, 2012. The VBY Team Leader will be involved in discussions with an Independent Evaluation Review team and other project stakeholders about the potential on-going priorities of the project beyond this date.

Purpose of the Position:
Coordinate all Vanuatu-based activities relating to the VBY program to the VBTC in close consultation with the Program Director and General Manager of VBTC and with particular attention to the ABC's contractual obligations.

Key Accountabilities:

•Provide day-to-day advice and support to the VBTC General Manager to assist with implementation of their role and responsibilities
•Provide ongoing advice and support to VBTC Leadership Team
•Provide ongoing advice and support to Radio Vanuatu production staff in order for the station to better serve the information and educational needs of audiences.
•Assist Radio Vanuatu to build a strategy to 'capture' voice of NGOs and government
•Liaise effectively with key government, civil society, NGOs and cultural sector stakeholders in order to build their capacity to access Radio Vanuatu
•Contribute to the development of a more professional and open media environment in Vanuatu in cooperation with the Media Association of Vanuatu.
•Support strategies to develop media skills of journalists in Vanuatu.
•Submit activity reports as required by the Project Director and as set out in Monitoring and Evaluation Framework.
•Other tasks as directed by the Project Director

Selection Criteria:

1. Extensive journalism experience in radio, television, print and/or online.

2. Strong understanding of new media and its use in delivering content.

3. High level facilitation, communication and capacity development skills (including formal/informal training, mentoring and professional development).

4. Train-the-Trainer qualification or wide experience in media training.

5. Success in a cross-cultural working environment especially in the Pacific or a developing country.

6. Ability to build effective relationships and work with a diverse range of stakeholders.

7. Demonstrated financial management, planning and organisational ability.

8. Excellent leadership, negotiation and resource management skills.

9. Demonstrated understanding and commitment to principles of gender equality and mainstreaming, including how these can be integrated into capacity development.

10. Tertiary qualification/s in a media/communications field.

11. An understanding of and commitment to the ABC's aims, objectives and workplace values, together with relevant policies and guidelines including Editorial Policies, Equity & Diversity and OH&S.

Note: The successful applicant will be required and assisted to achieve basic proficiency in Bislama.
