A WASH OPERATIONAL MANAGER

September 2011, the 21st Action Against Hunger (ACF) was founded by a group of prominent French figures in response to the emergency caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more global, lasting and effective way worldwide. ACF’s mission consists of saving lives via the prevention, detection and treatment of malnutrition, in particular during and following disasters and conflicts. The organisation focuses its activities on an integrated approach, taking various aspects into account: “Nutrition, health and healthcare practices”, “Food security and livelihoods”, “Water, sanitation and hygiene” and “Advocacy and awareness-raising” In 2009, ACF-International was active in over 40 countries, coming to the aid of around 5 million individuals. We are looking for: A WASH OPERATIONAL MANAGER

Country: Kabul, AFGHANISTAN

Length of Contract: 12 months

General objective: To manage and support WASH interventions in Afghanistan

Responsibilities: Programme coordination: - Supervise the technical field program managers. - Support the teams defining the implementation methodology, organizing trainings, defining a realistic working plan, setting up monitoring and activity follow-up tools. - Ensure the timely production/compilation of monthly and technical reports from the field, and give feed back when needed. - Ensure a proper collaboration with the support departments -logistics and administration- and the respect of procedures, at the bases and capital level. - Follow up the activities, analyze and evaluate the programs by conducting regular field visits, exchanging regularly with the teams and analyzing the different reports. - Adapt the project objectives/results/activities/methodology if relevant. - Report regularly to Head of WASH

Technical Coordination - Analyze and control the technical performance of current programs. - Together with the Program Managers, analyze, control and improve the technical relevance of the WASH programs. - Meet the different actors of WASH (NGOs, UN and Ministries) to share experiences, lessons learnt and get information on innovative solutions. - Attend technical workshops and technical working groups meeting at Kabul, provincial and possibly national level. - Work in close relation with the food security and nutrition department.

Team management - Participate in the recruitment and training of the team members together with the administrator or Human resources. - Carry out appraisals of the WASH teams. - Reinforce the management of programmes and projects. - Develop tools ensuring a smooth organization and internal communication within the team. - Organize and animate team meetings.

Participation in specific WASH forums to complement the Head of Wash

Qualification and previous experience: - Minimum baccalaureate + 2 years for an advanced vocational diploma (BTS, TESSI or DUT or Masters). Prior experience in the field of water, sanitation and hygiene is compulsory. Experience in similar position is definitely a plus - Ability to manage personnel in a difficult environment

Status : Volunteer status for applicants with less than 24 months of humanitarian experience  Fixed-term contract of 1 year, renewable  All expenses paid on the field: travel out/return, collective accommodation, meals and hygiene expenses  €838 of indemnities per month on your bank account + Allowance of €200 per month paid on the mission  Social benefits: Medical, life and accident insurance provided by the institution  Acquisition of 2.5 days of paid leaves per entirely worked month  Recovery time breaks of one week every 2 or 4 months depending on the mission + break allowances  Pre departure training of two weeks, at the HQ in Paris

Program Managers with at least 24 months of humanitarian experience, Coordinators and Heads of Mission  Fixed-term contract, provided by ACF according to the French labour law.  Total average yearly gross income: from 39360 € to 43860 € • Food and housing: 1000 € / month average • Per Diem : 210 € / month average • Support to the R & R costs : 110 € / month average • Transportation costs to and from the mission : 460 € / month average • Monthly gross salary ranging from 1500 € to 1875 € (Net: from 1380 € to 1725 €) depending on relevant experience (possibility to increase up to 2137 € gross (1966 € net) according to seniority and performances)  25 days of annual paid leaves  20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)  Social benefits: Medical, life and accident insurance provided by the institution  Accompanied position (partner, children) according to the place of assignment  Training before departure and all along the career with Action Contre la Faim.
