Afghanistan Finance and Administration Manager

The Norwegian Refugee Council (NRC) has been present in Afghanistan since 2003 and is NRC’s second largest programme globally. NRC’s activities in Afghanistan focus on Information Counselling & Legal Assistance (ICLA), Shelter, Youth Education, Livelihoods Support and l Emergency Response activities. Activities are implemented though eight field offices in Afghanistan in the West, East, North, and Central Highland regions, while the main Support Office is located in Kabul. The Afghanistan program currently employs close to 500 national and 18 expatriate staff with an annual budget in the region of USD 20 million.

The Finance and Administration Manager (FAM) will manage finance, human resources, administration, IT and logistics to fully support implementation of strategic objectives of the Country Programme.

The Finance and Administration Manager will report to the NRC Country Director.

Job description ■Financial Management ■Ensure that adequate financial management routines and systems are in place ■Maintain overall budget control and monitor cash flows and expenditures ■Provide up-to-date analyses and required reports of the financial situation in the projects and provide financial reports to donors ■Maintain a particular responsibility towards transparency and accountability within finance and administration ■Ensure that logistics/procurement procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct ■Human Resources & Administration ■Management responsibility for local staff ■Have regular consultations with National Staff Council and Senior Management Team with a view to update national staff terms and conditions ■Ensure that all necessary agreements, contracts, permits, licenses and reports necessary for NRC’s operations are in place ■Ensure that archives are in use and maintained according to the NRC regulations ■Ensure that NRC’s communications- and IT equipment is operational at all times ■Develop an information management system for recording, monitoring and reporting on HR/Admin data ■Represent NRC in external relations ■Coach and support Deputy Human Resource Manager, Deputy Finance Manager and Deputy Logistics Manager to increasingly assume direct management responsibilities ■Conduct training in financial and administrative management, logistics, human resources for project staff and partners ■Liaise with NRC Head Office on contractual and administrative matters

Job location ■Afghanistan Qualifications ■Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from financial management may compensate for lack of formal education. ■Solid experience of work with windows based computer software and modern financial management tools/systems ■Ability to plan for different sets of scenarios in relation to budgets and plans ■Proven skills and experience in donor financial reporting (EC, BPRM, OFDA, UNHCR, Norwegian MFA, DANIDA, SIDA) ■Understanding of issues in complex emergencies and crisis contexts ■Strong communication, interpersonal, analytical and negotiation skills ■Political and cultural awareness and experience of working where insecurity is a major issue ■Fluency in the English language, both written and verbal ■Above average computer literacy ■Holder of a valid international driver’s licence We offer ■Commencement: As soon as possible. ■Contract period: 12 months. ■Salary/benefits: According to NRC’s general directions, approximately NOK 51.300,-(€ 6610) per month, and free housing of moderate standard. Please note that Afghan tax fees of approximately 20 % are payable.

■Duty station will be Kabul. This is non family posting. The security situation is volatile, resulting in limited movement and limited recreational facilities. Accomodation is modest. International staff members can be required to live in joint accommodation.
