Terms of Reference for the Assistant Finance Officer


Position: Assistant Finance Officer, IRAPP (P2 Position)

Reports to: Finance and Administration Officer

Directly controls: N/A

Liaises with: IRAPP Internal Auditor

Duty Station: IGAD Headquarters – Djibouti

Duration of services: Six Months, with a possibility of renewal

Overall responsibility: Day-to-day IRAPP financial and accounting operations

Principal Tasks of the Assistant Finance Officer:

The specific duties and functions will be as follows:

• Carry out day-to-day operations of the project (local currency) bank account and foreign exchange subaccount, adhering to the procedures of the respective donors for this account (in the first instance, those of the World Bank);
• Process both the project account and foreign exchange subaccount payments and receipts;
• Provide and enter data and information to the MIS and provide financial monitoring reports to complement the general monitoring of IRAPP operations;
• Keep IRAPP books of accounts in accordance with IRAPP regulations;
• Keep safe custody of all financial records for review by the External/Internal Auditors, and missions of the donor agencies;
• Contribute to the regular financial status reports for submission to Steering Committee, its management subcommittee, and the donor agencies that have contributed funds to IRAPP;
• Contribute to financial statements, including unaudited Interim Financial Reports (IFRs);
• Closely work with IRAPP Implementing Partners based in IGAD member states, especially in Djibouti and Somalia.
• Help analyze the staff or consultant needs or the Program Facilitation Office from time to time and process recruitment. h the project account and foreign exchange sub account payments and receipts;
• Perform any other duties as assigned by the Finance and Administration Officer.

Qualifications:

The successful candidate will have:

A bachelor’s degree in commerce, finance, management, or business administration from a recognized academic institution. Professional accountancy qualifications from a recognized institute would be an advantage.Practical working experience in financial management of at least two years with large organizations or programs. IGAD region experience is an added advantage.

  • Experience in World Bank financial management procedures would be an advantage.Computer skills appropriate for the position, experience in SUN system is advantage.
  • Adequate oral and written communication skills of IGAD working languages (English and French) are mandatory. Additional language of IGAD member countries is an advantage.
