Responsibilities

Under the direct supervision of the Programme Officer and the general guidance of the Project Assessment Team Lead, the incumbent will review, analyse and administer project related submissions that seek approval for new CDM and JI projects (registration), and will assess verification reports and supporting documentation for the verification of greenhouse gas emission reductions for which CDM certified emission reductions (CERs) and JI emission reduction units (ERUs) will ultimately be issued. The incumbent will perform this work to facilitate the approval of projects and verification of emission reductions by the CDM Executive Board (EB) and Joint Implementation Supervisory Committee (JISC). In particular the incumbent :

Assess the determinations/validations of projects and verification of emission reductions provided by independent third party verifiers (designated operational entities (DOEs) or Accredited Independent Entities (AIEs)), including:

  • Ensuring that baseline and monitoring methodologies used are consistent with, and meet the technical standards approved by respectively the EB and JISC;
  • Verifying that the versions of various methodologies are/were valid;
  • Reviewing project design documents and reports covering comments made by interested parties;
  • Reviewing detailed information on the demonstration of additionality;
  • Reviewing monitoring reports for the consistencies of information and data on reported emission reductions;
  • Recommending acceptance or corrections of submitted project documentation;
  • Identifying issues related to validation and verification to ensure that existing validation and verification requirements are met.

Drafts notes and reports to facilitate the consideration of requests for registration of projects or issuance of CERs by the Executive Board and JISC including:

  • Assessing whether validation/determination or verification requirements have been met;
  • Preparing project material for appraisal by independent experts, including identifying and summarizing specific major and minor issues of concern;
  • Specifying provisions for requesting a review, and the modalities for communicating with project participants and independent third party verifiers;
  • Assessing documents and other additional documentation furnished by DOEs/AIEs and project proponents during an EB or JISC review of the project;
  • For CDM projects:
    • Assessing justifications regarding baseline methodologies used in validation;
    • Reviewing and evaluating the applicability of monitoring methodologies and DOE assessments of additionality;
    • Reviewing and evaluating proposed deviations from approved baseline and monitoring methodologies and evaluating the use of alternatives;
    • Reviewing and evaluating the project implementation in accordance with the registered PDD;
    • Reviewing and evaluating that the monitoring has been conducted in accordance with he registered monitoring plan and the applied monitoring methodology.

Provides technical and procedural support on issues relating to CDM and JI project assessments including:

  • Researching, analyzing issues, and recommending options to facilitate responses to public queries and the decision-making of the panels and working groups of the EB and the JISC;
  • Conducting basic research on baseline and monitoring methodology issues including collecting, analyzing and presenting statistical data and other information gathered from diverse sources to ensure that project registration requirements and standards are met;
  • Assisting in the development and implementation of CDM and JI project assessment procedures;
  • Selecting and processing potential candidates for teams, special studies and consultancies in accordance with internal procedures and decisions of the EB and the JISC;
  • Preparing background papers, analytical notes, reports and studies, inputs to publications, etc

Performs other related duties.

Requirements

  • First level university degree (Bachelor or equivalent) in engineering, chemistry, environmental science, economics/environmental economics, or a related scientific/technical discipline.
  • At least three (3) years of relevant experience in the area of project based-mechanisms, regulation or technical/financial assessments. Work experience in engineering or environmental science, including technical drafting and analysis as well as some international exposure are an asset
  • Fluency in oral and written English, Working knowledge of other UN languages an asset.
