Main Responsabilities

Under the overall authority of the Assistant Director-General for Education and the direct supervision of the Director of the Division for Basic to Higher Education and Learning, the incumbent will lead the Section for Higher Education to assist the Member States in developing and reforming their higher education policy and system and promote international cooperation in this field. The incumbent will carry out the following duties and responsibilities:

· Stimulate strategic thinking in higher education development at both global and national levels taking into account state of the art knowledge, needs of the Governments, as well as initiatives and services provided by international development agencies. Provide intellectual/substantive leadership through identification of key issues and formulation of relevant programmes and activities at global level.

· Lead the analytical work of the team and promote the substantive quality of all knowledge products, reports and services, and ensure effective integration and compatibility with other fields of education.

· Contribute to the provision of technical and advisory support in developing and reforming higher education systems in Member States, particularly in the policy of diversification of provision/funding of higher education, quality assurance and using open education learning resources, in collaboration with UNESCO field offices and institutions.

· Reinforce and further develop partnerships with other organizations and entities active in the field of higher education and management.

· Responsible and accountable for management of the section’s budget, supervision of its personnel and other administrative tasks, ensuring that implementation is efficiently executed in line with the approved workplans.

Profile

· Advanced university degree (preferably at Ph.D. level) in education or other relevant social/natural sciences areas.

· 10-15 years of progressively responsible professional experience at both national and international levels in policy development/management of systems and/or institutes of higher education.

· Proven conceptual, analytical and technical skills including the ability to provide advice on educational policy and strategic planning management.

· Experience in fund-raising and resources mobilization would be an asset.

· Strong managerial and team leader skills. Experience in leading and motivating staff and maintaining effective working with relationships with colleagues and people of different nationalities and cultural backgrounds.

· Excellent knowledge of English or French; good knowledge of the other language would be an asset. Knowledge of other UNESCO official languages would be an added advantage

A written test may be used in the evaluation of candidates.

Conditions of Employment

UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this post, the annual remuneration in local currency will start from around 103 800 euros (96 500 euros if without dependants), exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days annual vacation, home travel, education grant for dependant children, pension plan and medical insurance. The initial appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service. Worldwide mobility is required as staff members have to serve in other duty stations according to UNESCO’s geographical mobility policy. UNESCO is a non-smoking Organization.
