Main Responsabilities

Under the overall authority of the Assistant Director-General for Education, and the direct supervision of the Director of the Division for Planning and Development of Education, the incumbent will provide strategic and conceptual leadership, programmatic guidance and overall monitoring in the field of educational planning and management, including in post-conflict/post-disaster contexts. He will also provide backstopping to a network of educational planners in Regional Bureaus and field offices and maintain regular contacts with International Institute for Educational Planning (IIEP) and UNESCO Institute for Statistics (UIS). The incumbent will carry out the following duties and responsibilities:

· Stimulate strategic thinking in the area of education planning and management taking into account state of the art knowledge, needs of the Governments, as well as initiatives and services provided by international development agencies. Provide intellectual/substantive leadership through identification of key issues and formulation of relevant programmes and activities at global level.

· Lead the analytical work of the team and promote the substantive quality of all knowledge products, reports and services, and ensure effective integration and compatibility with other fields of education.

· Contribute to the provision of technical and advisory support in designing capacity development programmes in the field of educational planning and management including in the post-conflict, post disaster (PCPD) context in collaboration with UNESCO teams in Regional Bureaus and UNESCO Institutes engaged in the field of educational planning and management.

· Strengthen UNESCO’s substantive in-house capacity in the area of educational planning and management by providing substantive support and organise capacity-development activities. Build strategic partnership for resource mobilization, including with emerging donors.

· Reinforce and further develop partnerships with other organizations and entities active in the field of educational planning and management, including in PCPD contexts, to provide support to Member States in PCPD situations from the angle of education planning and to support the global Education coordination mechanism on PCPD.

· Responsible and accountable for management of the Section’s budget, supervision of its personnel and other administrative tasks, ensuring that implementation is efficiently executed in line with the approved workplans.

Profile

· Advanced university degree (preferably at PhD level) in education, preferably in educational planning and management, economics of education or education policy, or in other relevant social science areas.

· 10-15 years of progressively responsible professional experience in education at national and international levels. Demonstrated experience in the field of educational planning and capacity development. Experience in post conflict and post disaster contexts would be an asset.

· Proven conceptual, analytical and technical skills including the ability to provide advice on educational policy and strategic planning and management.

· Experience in resource mobilization.

· Strong managerial and team leader skills. Experience in leading and motivating staff and maintaining effective working relationships with colleagues and people of different nationalities and cultural backgrounds.

· Excellent knowledge of English or French; good knowledge of the other language would be an asset. Knowledge of other UNESCO official languages would be an added advantage.

A written test may be used in the evaluation of candidates.

Conditions of Employment

UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this post, the annual remuneration in local currency will start from around 103 800 euros (96 500 euros if without dependants), exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days annual vacation, home travel, education grant for dependant children, pension plan and medical insurance. The initial appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service. Worldwide mobility is required as staff members have to serve in other duty stations according to UNESCO’s geographical mobility policy. UNESCO is a non-smoking Organization.
