Consulting Opportunity for a Publication on Narrowing the Development Gap in ASEAN

The ASEAN Secretariat and Australia, through the AADCP II, invites applications for an 8 month consultancy for the above-referenced project


I. Background

The project will address the need for enhanced strategic focus on "Narrowing the Development Gap" (NDG) issues in ASEAN. This is especially pertinent as leaders, policy makers and implementers seek to accelerate efforts to reach NDG goals, as defined in the Roadmap for an ASEAN Community 2009-2015. To date there has been no single source of in-depth analysis on strategic NDG issues conducted on behalf of ASEAN.

According to the Roadmap, the overall goal of NDG is "to promote through concerted efforts, effective cooperation and mutual assistance to narrow the development gap between ASEAN Member States and between ASEAN and the rest of the world".

The Roadmap calls for acceleration in efforts to reduce disparities in capacities and infrastructure: between the ASEAN-6 countries (Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore and Thailand) and the CLMV countries (Cambodia, Laos, Myanmar and Vietnam); and between the whole ASEAN Region and the Sub regions: the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP EAGA), the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) and the Greater Mekong Sub-Region (GMS).

From 2012 the focus of the AEC Blueprint will be on its third pillar: Equitable Economic Development.

As leaders, policy makers and implementers move towards the next phase of narrowing the development gap, it is vital that they are able to draw upon clearly defined strategic analysis and needs for NDG.

This project is for the preparation and dissemination of a book defining the strategic needs for NDG. The book will provide in-depth analysis on how the elements of the development gap affect ASEAN’s ability to achieve greater political cohesion and economic integration and practical policy recommendations that could be implemented. It will thus directly contribute to an enhanced strategic focus on NDG.


II. Needs and Objectives

The objective of this project is to provide ASEAN policy makers and implementers a source of timely and clear analysis on key strategic NDG issues and practical policy recommendations that could be implemented. This objective defines the scope of this project, which is limited to the provision of timely analysis. The book will not aim to provide a further work program for the Initiative for ASEAN Integration (IAI), but it will inform its development and provide recommendations.

The goal to which this project contributes is the reduction in the development gap between ASEAN Member States and between sub-regions within the context of achievement of ASEAN equitable economic development and integration.

III. Outputs / Deliverables

This project will produce a high quality book containing clear analysis and policy recommendations of ASEAN Narrowing the Development Gap issues. Its target audience will be ASEAN policy makers and advisers involved in decision making on NDG initiatives.

Indicative topics for the major chapters are as follows:

• ASEAN and sub-regional development gaps;

• Regional and sub-regional linkages in ASEAN Connectivity including institutional mechanism and structures;

• Regional and sub-regional partnership and technical co-operation initiatives to narrow the economic divide e.g. success stories and challenges faced;

• Monitoring progress towards equitable economic development; and

• Integrating national policies and strategies into the regional framework for equitable economic development.

These topics are indicative and a finalised chapter outline will be provided in a manuscript concept to be produced after the contract for the project has been awarded. Bidders will be invited to contribute original ideas in their bids and should not be constrained by the above topic list.

IV. Tasks/Activities

The following activities will need to be undertaken to achieve the output presented above. The bidder should provide details on its approach to each activity in its bid and is free to recommend additional activities. These will be expanded as part of the contracting and project inception processes.

• Inception meeting between the contractor, editorial team and ASEAN Secretariat (ASEC) to discuss and finalise broad parameters for the production of the book (content, timing, quality);

• Development of final manuscript concept including chapter headings, content areas and issues to be covered;

• Development of production/promotional plan for the final production and promotion of the book;

• Submission of Inception Report that contains:

• Detailed outline of the book;

• Recommendations regarding layout of the book;

• Recommendations for a promotional campaign;

• Research/drafting plan;

• Identification of editorial team;

• Work/management plan

• Engagement of editorial team


Preparation of Draft Manuscript | Week 23

• Undertake research;

• Draft chapters;

• Interim consultation with ASEC; and

• Submission of draft manuscript.


Finalisation of Manuscript | Week 27

• Revision based on feedback from ASEC;

• Preparation and submission of final draft to ASEC;

• Presentation to ASEC and IAI Task Force; and

• Finalisation of manuscript.


Book Production | Week 31

Based on the layout developed during the inception phase:

• Final review and agreement on manuscript layout;

• Preparation of any necessary artwork;

• Final formatting of manuscript and preparation of layout; and

• Proofing, printing and delivery of book with 5,000 copies.


Book Promotion | Week 35

Based on the promotional plan developed during the inception phase:

• Preparation of promotional materials; and

• Distribution of promotional materials.


V. Reporting

The achievement of activities and the commensurate expenditure of funds on inputs will be reported to ASEC on a routine basis. Reporting will utilise monitoring against indicators and include other administrative and financial reporting as required by ASEC and AADCP II.

The contractor will produce the following deliverables (details provided in Section IV):

• Inception Report;

• Draft Manuscript;

• Final Manuscript; and

• Promotional Materials.


VI. Management

The Contractor will be responsible for engaging and managing an editorial team responsible for drafting the manuscript as well as for all tasks related to its layout and production. Day-to-day management of the contractor and ensuring quality of the results will be the responsibility of the IAI&NDG Division of ASEC. The AADCP II will monitor project implementation and review and certify project outputs.


VII. Scope of Services

The project will be undertaken over a continuous period of eight months.


VIII. Qualifications

The bidder must demonstrate the following qualifications:

Contractor: To manage the contract to research, write, edit, finalise, produce and publicise the book. Experience in management of high quality research, learned book or journal production teams is required. Extensive experience of specialist editing in a field commensurate to the topics of the book is also required, as is experience of book/journal publicity and of liaising with artists and printers.

Editorial team (up to 6 persons): The team will research topics in specialist area assigned and write and edit material for six 10,000 word chapters accordingly. Extensive knowledge, experience and proven writing skills are required in specialist areas commensurate with the aims of the book.

Production and printing: The Contractor will manage all production and promotion of the book. This may be done using internal resources or, alternatively, through identification of qualified individuals or firms. In the case where external individuals or firms are used the Contractor will be responsible for contracting with them and managing their activities and output.


IX. Bidding

Interested consulting firms are invited to submit a proposal in response to this Terms of Reference. This proposal should be in two parts: technical and financial.

The technical component should present the following information:

• A brief discussion indicating the bidder’s understanding of the needs of the project;

• A discussion regarding the nature of the NDG book: overall objectives, approach towards meeting objectives and possible themes and issues;

• A detailed work plan that specifies activities to be undertaken, expected outputs, resources to be utilised and timing;

• Management plan;

• A discussion on how measures to ensure the future sustainability of the outcomes of the project will be addressed;

• CVs of all key staff;

• CV’s of possible members of the editorial team; and

• Brief discussion of firm’s past experience in undertaking similar work and brief summaries of all projects undertaken.

The financial component should specify all direct and indirect costs including billing rates for experts, workshops, travel, production costs etc. All costs should be quoted in United States Dollars (USD).

The selected bidder will be offered a lump-sum, output-based contract for the provision of the required services with scheduled milestone payments. The award of the contract will be subject to the negotiation of a mutually acceptable agreement.


X. Submission of Application
