General Information

The Special Advisory Services Division is a major development co-operation arm of the Commonwealth Secretariat, supporting the development efforts of member countries through technical assistance and capacity building. A significant part of the Division’s work is of a consultancy and advisory nature, delivered through a combination of in-house and external expertise. The Division has four sections: the Debt Management Section, the Economic and Legal Section, the Enterprise and Agriculture Section and the Trade Section.

Job Summary

The Consultant, Enterprise Development will provide technical support to Advisers in Enterprise and Agriculture Section in implementing technical assistance projects as well as monitoring and evaluating existing and completed projects. The Consultant will not be required on a full-time basis and thus some of the services will be provided from home. The role will involve a range of tasks including literature searches, preparing of presentations, articles, task reports and drawing conclusions. The successful applicant will work closely with Advisers and also have on-going contacts with various consultants providing technical assistance. The Consultant may be required to travel outside the UK to carry out some of the activities, but this will be subject to the Director’s approval.

Task Description

The Consultant, Enterprise Development will undertake the following:

  • Provide assistance in supporting various activities under the natural fibres programme including the following:
  • Liaising with regional consultants and ensure they deliver outputs as per contract;
  • Reviewing the consultants reports to ensure that it conforms to the required standards;
  • Interpreting various technical reports for use by beneficiaries;
  • Providing support in organising five regional symposiums on natural fibres;
  • Facilitating the creation of a Global Natural Fibre Forum on Commonwealth Connects;
  • Researching and developing materials for natural fibre publications
  • Prepare performance and progress reports for the Section;
  • Prepare and, or as required, contribute to the preparation and delivery of written and oral reports, papers and briefings;
  • Assist with reviewing and editing of project reports;
  • Carry out evaluation of closed projects with a view of finding out whether the project support provided achieved the desired impact.

Person Specification

Education:

  • A recognised first degree in Agriculture, Science, Economics or Business Administration

Experience:

  • Person must have three-five years working experience involving research, technical analysis and report writing. Knowledge of natural fibres and enterprise development and a background in science and information technology will be an added advantage.

Competences:

  • Research and analytical skills;
  • Good time management, organizational skills ;
  • Good command over software technologies that are used in research;
  • Effective interpersonal skills, including good written and verbal communication skills and the ability to network effectively;
  • Familiarity with MS Word, Excel, Access, PowerPoint and use of e-mail and the Internet;
  • Ability to work effectively and sensitively in a multicultural environment.
