Background

This position is open for secondment only and participating States are reminded that all costs in relation to appointment at the Secretariat must be borne by their authorities. The Action against Terrorism Unit (ATU) assists in the development and implementation of programmes and activities within the OSCE region relating to the prevention and combating of terrorism as mandated by the Bucharest Plan of Action for Combating Terrorism, Ministerial Council and Permanent Council decisions and other relevant OSCE documents, and contributes to the Organization¿s overall effort to address transnational threats. The implementation of the ATU's programmes and projects requires accountability and management of both core and extra-budgetary resources.

Tasks and Responsibilities

This position involves extensive liaison with law enforcement structures inside and outside of the OSCE; drafting of project ideas, project proposals and policy papers; capacity-building project preparation and management. Under the direct supervision of the Head on Anti-Terrorism Issues and in co-ordination with the Programme Co-ordinator, the incumbent will be tasked with: Participating in the development, the implementation, monitoring and the evaluation of OSCE counter-terrorism programmes or projects; identifying possible problems and issues to be addressed at each stage, and proposing corrective action; liaising with relevant parties and stakeholders, including national authorities and external experts; identifying and tracking follow-up action; Following closely developments in a series of thematic areas pertaining to counter-terrorism and/or identified as key issues for ATU activities; identifying trends and possible gaps; proposing courses of action; capturing best practices and lessons learned; facilitating their proper dissemination within the OSCE environment; Participating actively as a representative of the ATU in counter-terrorism activities set up by other OSCE institutions and bodies, international and regional organizations as well as other stakeholders; Co-ordinating ATU activities with those developed by other OSCE institutions and field operations; reporting to the relevant OSCE bodies as required, including the OSCE Security Committee; providing expert advice as requested by the Secretary General or the Chairperson-in-Office through the Head of the Unit; Exploring and fostering synergies and complementarities between the ATU and possible project partners; Facilitating interaction between the participating States under the Bucharest Plan of Action for Combating Terrorism and other relevant OSCE documents, including bilateral technical assistance and co-operation; assisting in identifying possible additional tasking by the Permanent Council of the OSCE field presences in close co-operation and agreement with host governments; Assisting the Head of Unit and the Programme Co-ordinator in providing guidance to fund managers on how to achieve established counter-terrorism goals; Performing other related duties as assigned.

Necessary Qualifications

The ideal candidate would have strong law enforcement/intelligence analysis background, capacity-building project management experience in an international environment, as well as good understanding of the international anti-terrorism efforts and the OSCE political documents and practical activities in this area. Necessary qualifications are: University degree in international affairs, security studies or a related field; a relevant Masters degree and expertise or formal training in the field of counter-terrorism would be an asset; A minimum of six years of progressively responsible and relevant professional experience in security affairs, at least two years working in an international organizations; Previous OSCE and field experience would be an asset; Relevant professional experience in the field of anti-terrorism and law enforcement and/or intelligence background would be highly desirable; Excellent analytical skills and political intuition; strong organizational skills; experience in project management would be an asset; Awareness of international co-operation principles, concepts and techniques; knowledge of international human rights law would be an asset; Knowledge of computer applications (word processing, databases, spreadsheets, e-mail and Internet); Professional fluency in English with clear and concise communication, drafting and public-speaking skills; knowledge of other OSCE working languages would be an asset; Willingness to travel on short notice and to difficult areas; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds, while maintaining impartiality and objectivity.
