General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience in the area of promotion, training and monitoring of human rights, preferably with law enforcement institutions
  • Knowledge of international and European human rights standards, in particular in relation to community rights and property issues
  • Solid knowledge of international human rights standards in the area of policing
  • Strong analytical and problem solving skills
  • Professional fluency in the English language and the capability of drafting documents under pressure and within short deadlines
  • Working knowledge of the Russian and/or Kyrgyz language
  • Experience in project management and implementation
  • Capacity to establish and maintain a good working relation with communities and civil society organizations working in his/her area of competence
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Prior field experience with UN, OSCE or similar international organization
  • Possession of a valid automobile Class C driving license and ability to drive a 4x4 vehicle using manual transmission

Tasks and Responsibilities

Under the direct supervision of the Head of the Community Security Initiative (CSI) Project, the Human Rights Adviser of the CSI Project:

  1. Supports the Kyrgyzstan police in the assessment, monitoring and training with respect to the application of international human rights standards in policing;
  2. Writes reports on human rights practices and submits these to the Kyrgyzstan police and the Head of the CSI Project;
  3. Assists the Kyrgyzstan police in the setting up of an efficient mechanism in dealing with human rights violations;
  4. Performs specific monitoring tasks in relation to community rights, property rights, discrimination issues and other human rights concerns, as directed;
  5. Assists and co-ordinates the implementation of projects in terms of human rights in the field;
  6. Performs other duties as assigned.

Note: The Community Security Initiative (CSI) Project is envisaged to run until 31 December 2012.
