Project/Proposal Summary:
The Measuring Impact of Stabilization Initiatives Project (MISTI) will assess and evaluate the impact of the United States’ stabilization efforts throughout Afghanistan. The project will collect, synthesize and analyze data at the district, provincial and regional levels to track high-order stabilization trends and help shape USG and Government of the Islamic Republic of Afghanistan (GIRoA) policy and practice related to transition. MISTI will also contribute to the larger body of knowledge on best practices and lessons learned related to the design, implementation and assessment of stabilization activities within a counterinsurgency context.

Position Summary: The Deputy Chief of Party (DCOP) will manage all aspects of project administration, including finance, project IT, HR and logistics. The DCoP reports directly to the Chief of Party (CoP), and will serve as Acting Chief of Party during CoP’s leave and other temporary travel. The DCOP must be able to interact efficiently with the Mission, Embassy, and host country government.

Responsibilities: • Manage project administration, including finance, procurement, IT, HR, logistics and other operations functions; • Hire, train and supervise teams of local administrative professionals, maintaining the highest standards for financial accountability and accuracy; • In the absence of the CoP, serve as Acting Chief of Party, maintaining responsible for the project’s technical outputs as well as interaction with the Mission, GIRoA and other counterparts.

Qualifications: • 10+ years of experience in international development; • Strong leadership skills, including experience managing financial systems, administrative procedures, logistics and related staff; • Experience in effective interaction with the Mission, Embassy, and GIRoA;
• Excellent reporting, writing, and presentation skills; • Knowledge of USAID regulations and procedures strongly preferred; • Technical experience in monitoring and evaluation and/or stabilization helpful; • This individual will be subject to US Embassy Security background check.
