Emergency Roster Project Leader

IRC has a robust and growing emergency response unit and programs which rely on sourcing and deploying skilled personnel rapidly, normally within 72 hours. To support deployments the IRC Emergency Preparedness & Response Unit (EPRU) maintains rosters for internal and external candidates who can be drawn on when an emergency arises. As part of an ongoing initiative to enhance IRC’s emergency capacity, it has been determined that a more efficient and effective roster system is required.

SCOPE: The Emergency Roster Project Leader is responsible for developing a roster through which management can identify and rapidly deploy the right people, with the right competencies, to meet the immediate needs of individuals affected by disaster. In this position the candidate will be required to review, and analyze current staff rosters and provide options and recommendations to senior management on best practices in populating and maintaining the EPRU roster. This position may also be responsible for implementing and/or training staff in the most effective means for maintaining an efficient and effective emergency staff roster(s).

The ERPL will report to the Deputy Director of the EPRU, and work in close collaboration with the HQ Human Resources department, Regional and Technical Units as required, as well as the EPRU’s Program Manager.

RESPONSIBILITIES: • Identify the staffing talent and database requirements to rapidly deploy emergency personnel • Develop methods for accessing talent based on required skills and competencies
• Recommend options that will improve the quality of the systems and related processes in a cost effective manner, including means for testing/prequalifying internal and external candidates to ensure emergency competencies • Develop an implementation strategy, workplan and the documentation required to support the implementation; including drafting of new procedures and policies as required
• Lead ERPU implementation and coordinate, support and monitor interdepartmental planning and completion of joint activities for this initiative • Recommend/develop approaches and related resources to consistently engage and develop emergency roster members • Ensure regular communications with key management stakeholders on progress, findings and recommendations and any constraints • In consultation with the Deputy Director EPRU, develop a handover plan as required for completion of any new initiatives

REQUIREMENTS: • Minimum 10 years in the Human Resource field including extensive experience in emergency roster management; INGO experience highly desirable • At least 5 years of experience in talent management and/or succession planning • Experience with HRIS technology • Proven abilities to independently undertake management level assessments, followed by the development and implementation of recommendations • Strong project management skills including demonstrated ability to work collaboratively, motivate and support team members, develop and manage workplans and all project documentation • Graduate level degree in relevant field (management, public administration, etc.) preferred.
