FIXED –TERM APPOINTMENT: 2 YEARS, RENEWABLE 3 YEARS

The IEA seeks an industry expert to contribute to analysis of energy technology and energy efficiency issues in industry, including the development of energy efficiency and CO2 indicators. This work will make an important contribution to the Agency’s work on the role of technology in achieving a more secure and sustainable energy future.

The person will be part of a small team of enthusiastic professionals reporting to the Head of the Energy Technology Policy Division.

Job Duties

Energy Analysis

Participate in the work on energy efficiency in industry, with a particular focus on the chemicals and petrochemicals sector, including writing of associated reports and publications to meet the needs and priorities agreed by Member countries. This will involve:

  • Developing and conduct quantitative analysis of energy use and CO2 emission trends in major industrial sectors (e.g. iron and steel, cement, chemicals and petrochemicals, pulp and paper) in both OECD and non-member OECD countries, including the development of technology modelling and the analysis of energy and activity data relevant for assessing energy efficiency developments;
  • Undertaking assessments of existing and emerging energy and CO2 mitigation technologies in industry, including energy efficiency technologies, fuel switching options, lifecycle improvements, carbon capture and storage and other process changes;
  • Participating in the preparation of medium and long-term energy outlooks for industry, including forecasts of materials demand and technology developments, using methods including economic modelling, scenario development and technology assessment, as appropriate;
  • Leading the work on the International CHP/District Heating and Cooling (DHC) Collaborative, including development and review of technical working paper, evaluation of CHP/DHC initiatives and organisation of workshop and other collaboration activities;
  • Assist with project management as appropriate;
  • Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of energy efficiency issues in industry.

Liaison and Outreach

  • Collaborate with other Divisions in the Agency, particularly the Economic Analysis Division and the Energy Efficiency and Environment Division and other national and international organisations in the analysis of industrial energy use and energy efficiency technologies;
  • Support IEA Implementing Agreements, helping them develop strategic plans and publicise their international collaborative activities in the most effective way;
  • Participate in developing new collaborative projects; monitor and help guide the Executive Committees in the implementation of their work programmes and in the dissemination of information to potential new participants (government or other) and from member and non-member countries;
  • Participate in preparations for meetings of IEA standing committees, working parties and other groups as required;
  • Participate in relevant meetings of other international organisations;
  • Provide support for the development of reports, analyses and information items for these meetings. Act as Secretary to the End-Use Working;
  • Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions involved in energy technology assessments;
  • Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages

Education and experience

  • An advanced university degree(s) in relevant disciplines, such as engineering, economics or physical science;
  • At least three to seven years’ experience of work analysing and modelling industrial energy use, specific experience of work with chemicals and petrochemicals sector would be an advantage. Strong quantitative and analytical capabilities;
  • Excellent knowledge of key energy technologies and processes in industry. Knowledge of energy and mass balance principles, thermodynamics and energy system analysis would be an advantage;
  • Broad understanding of the energy sector and of energy technologies for energy supply, transformation and end-use;
  • Excellent level of computer literacy.

Key competencies

  • Proven analytical abilities in the energy sector and of energy technologies for the industry sector in particular and energy supply, transformation and other end uses in general, as demonstrated in past work products (analytic reports, quantitative analysis, operative models, and/or published papers);

  • Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.

Communication and languages

  • Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora;
  • Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience of giving oral presentations;
  • Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.
