Head of Sector, Safety Unit (AD9) ERA - European Railway Agency

The jobholder will lead and manage the sector of the Safety Unit which is developing, promoting and monitoring new or existing harmonised approaches towards risk control across the railway sector organisations. He/She will report directly to the Head of Unit. He/She will be responsible that his/her sector will deliver the expected results, will ensure his/her staff delivers the work required to implement the relevant parts of the Agency work programme and will ensure the fulfilment of the Agency’s vision, mission and goals, while enabling the staff to develop their full potential.

Due to the sensitivity of the job, a high sense of confidentiality is required from the successful candidate.

Main tasks and responsibilities:

Policy formulation, external relations, negotiation, representation

  • As a member of the Unit management team, participate to the realisation of the Unit’s vision, strategic planning and policy formulation;
  • Represent the Agency and the Unit in external events or in relations with the Commission and other stakeholders;
  • Provide advice to and carry out analysis at the request of the Head of Unit.

Organisation, management and administration of the sector

  • Participate in the management team of the Unit;
  • Propose and follow up the Sector’s organisation, ensuring effective distribution of tasks and responsibilities amongst staff;
  • Evaluate fulfilment of objectives using relevant indicators and report to the Head of Unit on results achieved;
  • Ensure effective people management and administration within the Sector with the support of the Head of Unit and HR and ITFM sectors;
  • Maintain interactive communication with his/her team, ensuring that staff get necessary information and are given an opportunity to provide feedback on their actions and activities.

Development of Sector strategy

  • Contribute to the definition of the objectives of the Unit and Sector under the work programme;
  • Set the mission and vision of the Sector and its staff aligned with the Agency’s vision and mission;

Develop strategies and plans to arrive at a coherent approach to risk control across the sector organisations, more specifically by:

  • Promoting and monitoring the implementation, by Railway Undertakings, Infrastructure Managers (IM) or Entities in Charge of Maintenance (ECM), of management systems and related processes;

  • Developing and promoting accreditation schemes within the railwayDeveloping and introducing human factor awareness in the Unit developmentsSupporting and facilitating sector organisation management of potential safety issuesAssist the Commission and other units of the Agency within the competence area of the Sector.

Eligibility Criteria

  • A university degree in the field of economics, ergonomics, law, engineering or a similar discipline;
  • At least 12 years professional experience (following the award of the university degree), of which at least 5 years in positions related to safety regulatory, monitoring or management functions;
  • Thorough knowledge of one of the official languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of the duties pertaining to the post;
  • Be a national of a Member State of the European Union or the states that are parties to the EEA Agreement (Iceland, Liechtenstein and Norway);
  • Be entitled to his or her full rights as citizen;
  • Have fulfilled any obligations imposed by the applicable laws concerning military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.

Essential

  • Documented experience in positions entailing management of people;
  • Very good knowledge of management system principles;
  • Relevant work experience and expertise in the field of safety;
  • Very good command of English;
  • Ability to work under pressure and manage his/her responsibilities;
  • Excellent communication skills;
  • Strong sense of confidentiality;
  • Computer literacy and familiarity with the most wide-spread electronic office equipment (word processing, spread sheets, e-mail, internet, etc.);
  • Good knowledge of European Union railway policy;
  • Good knowledge of accreditation schemes;
  • Good knowledge of risk assessment and monitoring processes or any other processes of a Safety Management System;
  • Experience from international teams or working groups;
  • Motivated, dynamic personality;
  • Strong aptitude for team work;
  • Familiarity with EU administrative procedures;
  • Knowledge of German and/or French.
