Evaluation Communication and Knowledge Management Officer


2-year fixed term (renewal subject to availability of funds)

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialised United Nations agency dedicated to eradicating poverty and hunger in rural areas in developing countries. It does so by financing projects and programmes that increase agricultural productivity and raise rural incomes, and by advocating at local, national and international level for policies that enable poor rural people to overcome poverty.

BACKGROUND AND CONTEXT

The IOE Evaluation Communication Unit (ECU) is entrusted with the task of communicating and disseminating lessons learned and knowledge derived from evaluation exercises and related activities. Recipients of IOE¿s evaluation knowledge include IFAD Management and staff, the Evaluation Committee, the Executive Board, government officials and project staff in the field, as well as the public at large. Specifically, the ECU is entrusted with the publishing and dissemination, both in paper and electronic format, of evaluation reports and other evaluation-related deliverables. Under the supervision of the Head of the Evaluation Communication Unit, the Evaluation Communication and Knowledge Management Officer is responsible for tasks related to the production, communication and dissemination of IFAD¿s evaluation knowledge and reports as established by IFAD¿s Evaluation Policy.

Under the overall supervision and guidance of the Head of the Evaluation Communication Unit, the incumbent will perform the following tasks:

1. Communication and knowledge management

¿ Develop new communication and knowledge management tools and products, with the aim of promoting wider dissemination of evaluation results and lessons as well as to strengthen the evaluation learning loop.
¿ Undertake communication and outreach of IOE¿s work, including the design and organization of specific learning events.
¿ Conduct research and analyse good practices in other institutions that can be considered by IOE in its overall communication and dissemination efforts.
¿ Draft summaries of new evaluations, highlighting results and recommendations for the IFAD website and the Executive Board.
¿ Participate in the design and management of the new Evaluation Processes Tracking System (EPTS), which serves as a managing tool for IOE Director as well as a knowledge management instrument within IOE.
¿ Write guidelines and working tools to facilitate document production.
¿ Undertake writing assignments, as requested by Supervisor.
¿ Manage the IOE Document Environment for Sharing Knowledge (DESK).
¿ Manage the on-line helpdesk on information dissemination.
¿ Liaise with external stakeholders and partners, and other IFAD units.
¿ Liaise with IFAD¿s Communications Division to request support to IOE communication and knowledge management activities (e.g. web uploading and technical support to learning workshops as required).

2. Graphic design

¿ In line with IFAD¿s graphic standards, undertake desktop publishing using Adobe InDesign for all key evaluation deliverables (Profiles, Insights, report covers) that are disseminated in print and through the web to Senior Management, Executive Board and external audiences.
¿ Manage and monitor the desktop publishing requirements of the division.
¿ Develop proposals to continuously enhance evaluation products.

3. Document production management and dissemination

¿ Manage the entire production process - editorial quality assurance, publishing - for selected evaluation documents, ensuring compliance with IOE style and methodology and IFAD editing standards, such as the Annual Report on Results and Impact of IFAD Operations, and corporate-level, country programme and project evaluations (Project Completion Report Validation, and Project Performance Assessment).
¿ Manage the dissemination process of evaluation reports, Profiles, Insights and other IOE products to IFAD Management and staff, IFAD Executive Board Directors, evaluation units in other development agencies, evaluation networks, UN bodies and international financial institutions.
¿ Manage an up-to-date rolling Progress Report on the production process of evaluation products and monitor report production. Monitor the timely submission of evaluation products to ensure their timely publication.

¿ First Level university degree in communication, knowledge management or a related discipline.
¿ Three years of practical experience and progressively responsible duties in communication, knowledge management and publishing, preferably in an international organization.
¿ Knowledge of evaluation processes and methodology.
¿ Proficiency in the graphic design software Adobe InDesign and in Photoshop.
¿ Editorial and editing skills.

¿ Excellent written and verbal communication skills in English, including the ability to set out a coherent analysis in presentations.
¿ Working knowledge in French or Spanish is also required.
¿ Excellent IT knowledge (MS Office tools), , databases, and document management.
