Evaluation Consultant Announcement (Multi-Agency Evaluation):
Evaluation of multi-agency post-Giri livelihoods recovery interventions in Rakhine State Description & Purpose: In response to a DFID call to agencies in Giri-affected townships, five international NGOs—International Rescue Committee, Mercy Corps, Oxfam, Save the Children and Solidarities—in partnership with local organisations were successful in securing funding to support immediate livelihoods recovery using a range of intervention strategies across four townships (Kyauk Phyu, Minbya, Myebon, Pauktaw), implemented from mid February through November/December 2011. The purpose of this joint end of project evaluation is to maximize opportunities to assess the effectiveness and impact of interventions implemented on a multi-agency basis designed to initiate the restoration of small-holder livelihoods in 4 Giri-affected Townships in Rakhine State. This is done with a view to promote broader learning among key stakeholders and inform future livelihoods programming given the previous lack of evidence and data available prior to Cyclone Giri.

Qualification/Expectations: The evaluation will be led by an in-country consultant with significant experience in evaluating early recovery in livelihoods following a rapid onset disaster and the use of this in effective learning. The evaluation will be a combination of a desk review and qualitative data collection, and the consultant will be expected to identify and manage a team of enumerators to support field based data collection. Period and Duration of the Evaluation: The anticipated start date 14 November 2011 with completion to be accomplished by the 14 December 2011.
